UmagineTN 2025: Adopting AI for Cyber Defense, Here's the Path Forward
At the forefront of technological advancements, Sandeep Rai Rathore, IPS, Director General of Police, Police Training Headquarters, Chennai delivered a compelling keynote address at UmagineTN 2025, held at the Chennai Trade Centre on Friday. His talk, titled Leveraging AI in Cyber Defense, enthralled an audience eager to understand the role of artificial intelligence (AI) in contemporary cyber defense.

Rathore focused on the transformative potential of AI in combating cyber threats, emphasizing the importance of ethical practices in law enforcement. "The digital landscape is evolving rapidly, and so are cyber threats. Traditional methods alone cannot keep up with the sophistication of modern-day attacks," he remarked, setting the tone for a discussion that resonated deeply with attendees.
During his address, Rathore outlined how AI is reshaping the landscape of cybersecurity. He highlighted several key areas where AI is making significant strides:
- Threat Detection and Response: With few contemporary tools, law enforcement agencies are leveraging AI for real-time monitoring and rapid mitigation of cyber threats.
- Predictive Analysis: Machine learning techniques enable the forecasting of potential cyber threats, allowing agencies to take proactive measures to neutralize risks.

- Efficiency Enhancements: Automation of routine tasks through AI allows security professionals to concentrate on more critical areas of concern, thus augmenting operational efficiency.
Rathore also addressed the growing interest in generative AI within the realm of law enforcement. He stressed the necessity of deploying these technologies responsibly, emphasizing ethical considerations, accountability, and transparency. "While generative AI offers unparalleled opportunities to enhance policing, its misuse could lead to serious ethical challenges. It is crucial that we balance innovation with responsibility," he stated.
Sandeep also highlighted the key benefits of incorporating AI into cybersecurity. He explained that AI significantly enhances efficiency by streamlining threat management processes, allowing law enforcement agencies to respond to cyber threats more swiftly and accurately. Additionally, the use of machine learning algorithms greatly reduces false positives in threat detection, ensuring more precise and reliable results.
Rathore also pointed out the cost-saving advantages of AI, noting that automating routine tasks can reduce operational expenses in cybersecurity operations. Finally, he emphasized AI's ability to scale, making it an ideal solution for protecting expanding digital infrastructures, as it can grow alongside the increasing complexity and scope of cyber threats.

Sandeep also elaborated on AI's role in crime prevention. He highlighted how AI is transforming law enforcement strategies, particularly through targeted patrols and evidence gathering. AI can analyze crime data to identify high-risk areas, allowing police to focus their resources more effectively. Additionally, AI accelerates the process of identifying suspects and gathering evidence, which is crucial in solving cases faster.
Rathore shared two compelling case studies to illustrate AI's impact: Marriott International's use of AI to detect and contain a data breach within minutes, preventing significant damage, and the City of London Police's use of AI-powered tools to prioritise cybercrime reports, which led to a notable improvement in arrest rates
Navigating Legal Frameworks
Discussing India's readiness to handle AI-related challenges, Rathore referenced key legislative frameworks that lay the groundwork for responsible AI usage. He pointed to the IT Act, 2000, and the Personal Data Protection Bill, 2023, which aim to safeguard privacy and data integrity, as well as the proposed Digital India Act to modernize regulations for emerging technologies.
He also noted international efforts, such as the EU AI Act and the U.S. Digital Services Act, as valuable frameworks for guiding ethical AI utilization.

Concluding his address, Rathore made an urgent appeal for collaboration between public and private sectors to fully harness the potential of AI in enhancing cybersecurity while managing associated risks. "AI is not just a tool; it's a strategic asset in our fight against cybercrime. We must innovate responsibly to protect our citizens and uphold democratic values," he declared.
