China Releases AI Action Plan Days After US Unveils Low-Regulation Strategy
At the World Artificial Intelligence Conference in Shanghai, Chinese Premier Li Qiang suggested forming a global organisation for AI cooperation. He emphasised the importance of countries working together to manage both development and security in this rapidly advancing field. Li described AI as a new growth driver but noted fragmented governance, urging for a unified international framework, Reuters reported.
The conference, spanning three days, gathers industry leaders and policymakers amid rising tech competition between China and the U.S. AI has become a focal point in this rivalry between the two largest economies. The U.S. has imposed export restrictions on advanced technology to China, including AI chips and chipmaking tools, due to concerns about potential military applications.

AI Development Challenges
Li highlighted that while AI technologies are advancing swiftly, there are significant challenges. These include a shortage of high-end computing chips and limitations on talent exchange. He stressed the need to overcome these hurdles through open and coordinated innovation efforts.
Despite facing export restrictions from Washington, China continues to make notable advancements in AI. These developments have attracted close attention from U.S. officials, who are wary of China's growing capabilities in this sector.
Global Coordination for AI
Li's proposal for an international AI cooperation body aims to address fragmented governance issues by fostering collaboration among nations. This initiative seeks to create a globally recognised framework that balances technological growth with security considerations.
The ongoing technological competition underscores the strategic importance of AI in global economic and military landscapes. As countries navigate these complexities, coordinated efforts could pave the way for more secure and sustainable advancements in artificial intelligence.
The conference serves as a platform for dialogue between key stakeholders, highlighting the need for collective action in shaping the future of AI. By addressing current constraints and promoting innovation, nations can work towards harnessing AI's potential responsibly.
