Kerala IPS's funda of '14 sec stare' in harassment creates furore
Thiruvananthapuram, Aug 16: The idea coming from a senior IPS officer in Kerala is rather surprising. Rishi Raj Singh said that a man annoyingly staring at a woman for 14 seconds can be charged with harassment. While this created a furore in various circles, sports minister EP Jayarajan was vocal in showing his disghust at the comment.
Singh said this while addressing a state-level empowerment programme for students at Kochi on Sunday. He also told women and girls to carry a knife and a pepper spray for self defence.
He said, "Do you carry a knife or chilly or pepper spray in your bags? if you don't the time is long overdue for you to do so. Martial Arts is another option for self-defence for women."
Last year too, Singh had attracted negative propaganda after he failed to stand up and salute home minister Ramesh Chennithala when the latter arrived at the Police Academy in Thrissur for a passing out parade.
