Delhi Government Considers Electronic Driving Licences and Registration Certificates for Enhanced Convenience
The Delhi government is exploring the possibility of replacing the existing smart card system for driving licences and registration certificates with electronic versions. These digital documents could be downloaded similarly to Aadhaar cards, according to officials. This initiative aims to simplify access and verification processes for citizens.

In a recent meeting, Transport Minister Kailash Gahlot expressed concerns about delays in vehicle registrations. Despite dealers having self-registration facilities, issues persist. The minister has directed the department to assess the feasibility of digital registration certificates to enhance efficiency and convenience for residents.
Convenient Access to Digital Documents
The proposed electronic documents would be available in a downloadable PDF format on the Parivahan Sewa portal. They would feature a unique ID and QR code, enabling traffic police to verify them easily. Links to these documents would also be sent to applicants' registered mobile numbers, ensuring easy access.
A senior official from the Delhi Transport department mentioned that these electronic documents could be printed or accessed through apps like DigiLocker or mParivahan. This approach offers citizens a flexible way to present their documents when needed, enhancing convenience.
Transitioning to e-DLs and e-RCs
In 2023-24, the transport department issued 1.6 lakh driving licences and 6.69 lakh registration certificates by May. Under the new plan, only electronic driving licences (e-DLs) and electronic registration certificates (e-RCs) would be issued. This shift aims to streamline document management and reduce reliance on physical cards.
The move towards digitalisation comes as part of efforts to address concerns over registration delays and improve overall efficiency in document handling. By adopting electronic versions, the government hopes to provide a more seamless experience for Delhi's residents.
This initiative reflects a broader trend towards digitalisation in public services, aiming to make processes more efficient and user-friendly. By leveraging technology, the Delhi government seeks to enhance service delivery and meet the evolving needs of its citizens.
