Uttarakhand Model: A Symbol Of Transparency, Management, And Determination – CM Pushkar Singh Dhami
Under the leadership of Chief Minister Pushkar Singh Dhami, Uttarakhand has implemented reforms in the mining sector over the past few years that have become a benchmark across the country. The transparent and robust mining policy introduced by CM Dhami is now attracting attention from other states such as Himachal Pradesh (governed by the Congress party), whose delegation has arrived to study this model. This is not just a matter of praise, but a testament to good governance, clear intentions, and Dhami's bold decisions.
Under his leadership, mining revenue has increased fourfold in the past three years. In previous governments, revenue from mining remained around ₹300 to ₹335 crore, and irregularities were common. However, in the financial year 2024-25, more than ₹1025 crore has already been collected, and the figure is on track to cross ₹1100 crore. This significant growth is a result of transparent policies, e-tendering, e-auction systems, and strong administrative controls introduced by CM Dhami.

Taking strict action against mining mafias, the government has recovered ₹74.22 crore in penalties in recent years, compared to just around ₹18 crore previously.
CM Dhami has also ensured that along with mining, cultural heritage and environmental balance are not compromised. This is why Uttarakhand's mining policy is now recognized as the "Dhami Model," and other state governments are also looking to adopt it.
