Haryana Budget 2025-26: CM Nayab Saini Announces Schemes For Gig Workers, Urban Housing, Green Initiatives

Haryana Chief Minister Nayab Singh Saini has introduced a new initiative aimed at enhancing the social security framework for gig workers throughout the state. A specialised online platform will soon be launched, allowing gig workers to register and access various government schemes. Enrolled individuals will benefit from comprehensive insurance coverage, including health, accident, and life insurance.

The scheme is intended to boost the financial stability and working conditions of gig workers while contributing to Haryana's economic development. This announcement was made during Saini's presentation of the state's budget for the 2025-26 fiscal year in the assembly.

Focus on Urban Housing

In urban housing, the Chief Minister announced that under the Affordable Rental Housing Scheme (ARHS) within the Pradhan Mantri Awas Yojana (Urban) 2.0 framework, clean and affordable rental homes will be provided to urban migrants, unorganised sector workers, and economically weaker sections (EWS). A pilot project will soon launch to rent out approximately 1,600 flats across Sonipat sectors at concessional rates.

This rental model aims to offer options for those not seeking home ownership and will operate for 25 years under a transparent system. Additionally, a budget of INR 2,444.27 crore has been allocated for the 'Housing for All' scheme for 2025-26, marking a significant increase of 303.8% compared to last year's allocation of INR 605.30 crore.

Environmental Measures

To address pollution in the Ghaggar and Yamuna rivers, the Haryana Pollution Control Board plans to introduce new measures by providing designated immersion spots along riverbanks. This initiative seeks to balance ecological protection with religious sentiments.

On another front, under the Mukhyamantri Teerth Yatra Yojana, low-income senior citizens have been permitted to visit 'Ayodhya Teerth' and take a dip at the Sangam during Maha Kumbh in Prayagraj. Additional pilgrimages to Mata Vaishno Devi and Shirdi Sai Temple are scheduled for the upcoming financial year.

Labour Dispute Resolution

CM Saini also addressed labour disputes by highlighting that Haryana currently operates nine labour courts in locations such as Ambala, Panipat, Hisar, Rohtak, Gurugram (two courts), and Faridabad (three courts). The government plans to increase this number to 14 to expedite dispute resolutions and make them more accessible to workers.

The state's budget for 2025-26 reflects a strong emphasis on inclusive growth by tackling issues ranging from gig economy welfare to urban housing and public safety. By focusing on both social welfare and technological advancement, Haryana aims for a balanced approach towards economic progress and social responsibility.
