Bihar’s Solar Revolution: CM Nitish Kumar’s Vision Turns Reality

Bihar, an agrarian state, relies heavily on agriculture, with 75% of its population engaged in the sector. Chief Minister Nitish Kumar, known for his developmental initiatives, has demonstrated Bihar's immense potential for solar energy production, bringing transformative changes to the state. While the current solar energy production stands at just 180 MW, Bihar has the capacity to generate up to 11,000 MW.

To promote solar energy adoption, the government has introduced the Solar Rooftop Subsidy Scheme, which provides financial assistance to consumers installing solar panels. This initiative aims to ensure uninterrupted irrigation facilities for farmers while also fostering the development of alternative energy sources. Under this scheme, 2,771 solar water pumps with 2 HP and 3 HP capacities have already been installed, significantly benefiting the agricultural sector.

Solar Energy: A Major Investment Opportunity

The solar energy sector in Bihar is emerging as a key area for investment. Power companies have even ensured long-term viability by committing to purchase electricity generated by solar units for the next 25 years. In remote areas, standalone and mini-grid plants have been set up to provide solar power, especially in Adhaura block (Kaimur district) and the forest regions of West Champaran. Through this initiative, 12,048 homes have been electrified using standalone systems, while 32,050 homes receive solar power via mini-grid plants.

Under the Saat Nischay Phase-2 initiative, the government has launched a plan to install an average of 10 solar streetlights per ward in every village. In addition, power distribution companies are setting up 20 MW grid-connected rooftop solar panels, with online applications already invited, and agencies selected through a bidding process.

Rooftop Solar Panels Under the Jal-Jeevan-Hariyali Campaign
As part of the Jal-Jeevan-Hariyali campaign, private buildings are being equipped with rooftop solar power plants. Besides central grants, the Bihar government has also sanctioned an additional 25% subsidy for these installations. Bihar's two power distribution companies are actively implementing grid-connected rooftop solar panels, with 643 homes already equipped, generating a total capacity of 2.06 MW.

The government is also expanding the Solar Rooftop Subsidy Scheme, encouraging wider adoption of solar energy. Significant developments have taken place in Bihar's power transmission sector-the number of grid substations has increased from 45 in 2005 to 161 today, while transmission line length has expanded from 5,000 circuit km to 18,812 circuit km. As a result, Bihar's power evacuation capacity has surged from 1,000 MW to 13,568 MW. Similarly, the number of power substations has risen from 268 in 2005 to 1,231, ensuring grid substations in every sub-division and power substations in every block.

On October 28, 2016, CM Nitish Kumar inaugurated the newly constructed Energy Stadium in Power Colony. Built in just one year, the stadium meets all BCCI standards for domestic cricket matches. Previously, the site was neglected and covered in waste, leading to environmental concerns. The transformation of this land into a state-of-the-art sports facility has not only enhanced urban infrastructure but also boosted enthusiasm among young athletes.

Bihar's commitment to solar energy has earned nationwide recognition, with the state government's efforts being widely praised for driving sustainable energy growth and promoting clean energy solutions.
