Bihar's Laghu Udyami Yojana To Push Economic Growth Among Poor; Aid For Self-Employment To Empower Youth

The Bihar government is implementing various schemes to provide employment opportunities across different sectors, such as the 'Mukhyamantri Ati Pichhda Udyami Yojana' and the formation of 'Jeevika' groups to promote and expand livelihood opportunities.

The rationale behind these schemes is to connect as many individuals as possible with employment, thereby enhancing their financial stability, as the state's progress is directly linked to the economic well-being of its people.

Since assuming office, Chief Minister Nitish Kumar has been working towards Bihar's development in all sectors, and these efforts have yielded positive results.

To assist economically weaker families in Bihar, a caste and economic survey was conducted to assess the financial status of residents.

The survey covered a total of 2.96 crore families and revealed that more than 94 lakh families in the state are economically weak and require financial assistance.

The Bihar government has decided to provide financial aid of ₹2 lakh each to such families under the 'Mukhyamantri Laghu Udyami Yojana' to help them start their own businesses.

This scheme, aimed at supporting economically weaker sections of society, was launched with an initial budget allocation of ₹250 crore for the financial year 2023-24 and ₹1,000 crore for 2024-25.

The 'Mukhyamantri Laghu Udyami Yojana' will enable underprivileged families to start small-scale businesses, connect with employment opportunities, and improve their financial situation.

However, individuals who have already benefited from the 'Mukhyamantri Udyami Yojana' (including SCs, STs, extremely backward classes, women, youth, and minorities) will not be eligible for this scheme, and they can only avail the benefits of one of these two schemes.

Under the 'Mukhyamantri Udyami Yojana', each beneficiary will receive a grant of up to ₹2,00,000 (₹2 lakh) to support self-employment.

This amount will be disbursed in three instalments-25% of the project cost in the first installment, 50% in the second, and the remaining 25% in the third.

Each subsequent installment will only be provided after the complete utilisation of the previous one. The first installment will be used for purchasing toolkits.

A monitoring committee, chaired by the District Magistrate, will be formed at the district level to oversee the project's implementation.

All beneficiaries will receive training from the scheme's 'Project Management Agency' (PMA). This committee will be responsible for the smooth operation of the scheme, monitoring its execution, and addressing any issues that may arise.

Additionally, 5% of the total expenditure per unit will be allocated for support purposes. If any problems emerge in the future, the monitoring committee will provide necessary guidance.

For the successful implementation of this project, a total of ₹1,250 crore has been sanctioned for the financial years 2023-24 and 2024-25. However, additional budget allocations will be approved by the state government to ensure that all economically disadvantaged families benefit from the scheme.

Spearheaded by Chief Minister Nitish Kumar, this initiative aims to provide financial assistance to economically weaker families, enabling them to become self-employed and reducing unemployment in the state.

This innovative project is designed to generate employment, increase people's incomes, and empower them to create jobs for others.

The vision is to transform Bihar from a job-seeking state to a job-providing one. By encouraging more people to engage in entrepreneurship, the government aims to fulfil its objective of boosting employment and advancing the state's overall development.
