Bihar: 6,138 CCTV Cameras Installed; ₹141.85 Crore Collected in Fines
Under the Smart City initiative, an advanced CCTV surveillance system has been implemented in four major cities of Bihar-Patna, Biharsharif, Bhagalpur, and Muzaffarpur. A total of 6,138 CCTV cameras have been installed, significantly improving crime control and traffic management. The surveillance system is monitored through the Integrated Command Control Center (ICCC), aiding in both crime prevention and the enforcement of traffic rules.
₹141.85 Crore Collected in Fines

With the help of these CCTV cameras, fines totaling ₹141.85 crore have been collected so far. In Patna alone, between October 2024 and March 2025, ₹97.45 crore was collected in fines, whereas Biharsharif recorded ₹0.48 crore in the same period.
Bhagalpur, known as the Silk City, collected ₹22.68 crore in fines from November 2023 to February 2025. Meanwhile, in Muzaffarpur, fines amounting to ₹21.24 crore were collected between May 2023 and March 11, 2025.
Strict Surveillance with 3,300 CCTV Cameras in Patna
Patna has been equipped with 3,300 CCTV cameras, ensuring round-the-clock monitoring of city activities. The system includes:
- Adaptive Traffic Control Systems (ATCS) at 30 locations
- Red light violation detection at 30 points
- Number Plate Recognition System at 28 locations
- Speed Violation Detection (SVD) cameras at 12 points
- 16 Variable Message Displays (VMD)
- 69 Public Announcement (PA) systems
Between April 2023 and December 2024, fines totaling ₹85 crore were collected in Patna-three times the project's cost.
1,500 Cameras for Tight Security in Bhagalpur
In Bhagalpur, 1,500 CCTV cameras have been installed at 250 locations, playing a crucial role in investigating cases of theft, murder, and other crimes. The city has:
- ATCS at 16 locations
- Red light violation detection at 128 spots
- 128 number plate recognition cameras
- 64 SVD cameras
- 20 emergency call boxes
- 17 VMDs
- 25 PA systems
- 5 environmental sensors for air quality monitoring
The initiative resulted in fine collections of ₹22.68 crore in 2023-24, contributing an additional ₹4 crore to revenue. In 2024-25, fines worth ₹18.26 crore were collected, increasing revenue by ₹2.88 crore.
Increased Revenue Through Fines Collection
The surveillance system has not only strengthened law enforcement but also significantly boosted revenue collection. A total of ₹22.68 crore was collected in fines in 2023-24, while ₹18.26 crore was collected in 2024-25, leading to a revenue rise of ₹2.88 crore.
Biharsharif: Focus on Law and Citizen Safety
In Biharsharif, 494 CCTV cameras have been installed, enhancing law enforcement and public safety. The city has:
- ATCS at 8 locations
- Red light violation detection at 9 spots
- Number plate recognition system at 9 locations
- 5 air quality monitoring sensors
- 10 emergency call boxes
- 7 VMDs
- 15 PA systems
Muzaffarpur: Improved Security Under Smart City Initiative
Muzaffarpur has 844 CCTV cameras to curb crime and traffic violations. The city is equipped with:
- ATCS at 29 locations
- Red light violation detection at 29 points
- Automatic number plate recognition at 29 locations
- 27 SVD cameras
- 31 emergency call boxes
- 31 VMDs
- 10 PA systems
Between April 2023 and March 2025, Muzaffarpur collected ₹21.24 crore in fines, covering almost one-sixth of the project cost.
Smart Surveillance for Safer Cities
The Smart City initiative has significantly improved crime control and traffic management across Bihar. The CCTV surveillance system has facilitated the swift identification and apprehension of criminals while increasing revenue through fines collection. Over the past two years, a total of ₹141.85 crore has been collected in fines, highlighting the project's success in making cities safer and more organised.
