Amit Kumar Ghosh Honored: UP's Healthcare Visionary Receives Good Governance Award

Shri Amit Kumar Ghosh, UP's Additional Chief Secretary, was awarded the Good Governance Award for his exceptional leadership in transforming public health and medical education. His initiatives have strengthened healthcare infrastructure, expanded services, and integrated technology, significantly improving access and quality for millions in Uttar Pradesh, setting a benchmark for sustainable development.

UTTAR PRADESH ADDITIONAL CHIEF SECRETARY SHRI AMIT GHOSH HONOURED WITH GOOD GOVERNANCE AWARD AT WATER TRANSVERSALITY GLOBAL AWARDS & CONCLAVE 2026. Shri Amit Kumar Ghosh, Additional Chief Secretary, Medical Health, Family Welfare & Medical Education Department, Government of Uttar Pradesh, was felicitated with the Good Governance Award at the Water Transversality Global Awards and Conclave 2026 held on 6^th March at the India International Centre, New Delhi and organised by India Water foundation.

The award was presented by the Chief Guest, Shri Om Birla, Hon’ble Speaker of the Lok Sabha, in recognition of his leadership in strengthening public health governance, improving medical infrastructure, and advancing innovative healthcare initiatives in the state.

During his inaugural address and the awards felicitation ceremony, Shri Om Birla emphasized that development and environmental sustainability must be pursued together rather than viewed as competing priorities. Highlighting the interconnected nature of water, energy, health, and the environment, he stated that complex development challenges can only be addressed through coordinated and integrated policy approaches. He also underlined that citizen awareness, responsible resource use, and strong governance are essential for ensuring water security and sustainable development, while calling for collaborative action across institutions and communities.

The Good Governance Award recognizes the significant reforms and innovations undertaken under the leadership of Shri Amit Kumar Ghosh in the state’s health and medical education ecosystem. As the administrative head of the Medical Health, Family Welfare and Medical Education departments, he has played a key role in strengthening healthcare delivery systems and expanding access to quality medical services across Uttar Pradesh.

Under his leadership, the state has prioritized strengthening healthcare infrastructure and expanding specialized medical services across districts. Initiatives are underway to scale up free dialysis facilities and establish cancer treatment units in district hospitals, improving access to life-saving treatment for thousands of patients who previously had to travel to major urban centres.

The health department has also introduced data-driven governance and accountability frameworks to improve health outcomes. A structured monitoring system is being developed to reduce maternal mortality, with the goal of bringing the state’s maternal mortality ratio significantly down by 2030 through improved surveillance, accountability, and targeted interventions.

Another key area of reform has been the integration of technology and digital innovation in healthcare delivery. The state has begun exploring AI-driven diagnostics, telemedicine expansion, and digital monitoring of health schemes to improve transparency, efficiency, and service delivery in the public health system.

Efforts are also being made to strengthen disease control and preventive healthcare programmes. For instance, targeted campaigns and coordinated interventions have helped bring filariasis infection rates below 1% in a majority of affected blocks in the state, reflecting the effectiveness of integrated public health strategies and community engagement.

In addition to his administrative leadership, Shri Amit Kumar Ghosh actively participated in key discussions during the Water Transversality Global Awards and Conclave 2026. He joined a high-level Fireside Chat alongside Dr. Satya Tripathi, Secretary General, Global Alliance for a Sustainable Planet, and Shri Sampath Kumar, CEO, Meghalaya Basin Development Authority, with the discussion moderated by Mr. Ronak Patel, journalist from ABP Network. The session explored governance innovation, sustainable development, and cross-sector collaboration in addressing emerging challenges at the intersection of health, environment, and development.

On the second day of the conclave, Shri Amit Kumar Ghosh also chaired Plenary Session V on "Global Cooperation for Planetary Health Diplomacy," where international experts and policymakers deliberated on strengthening global partnerships to address health and environmental challenges through integrated governance approaches.
