GRAP IV Curbs Return to Delhi as AQI Turns ‘Severe’ – What’s Open, What’s Closed?

With the Air Quality Index (AQI) in Delhi-NCR soaring to 396, the region has been forced to reimplement Stage IV restrictions under the Graded Response Action Plan (GRAP).

This return of stringent measures includes shifting schools back to a hybrid learning model, halting all construction activities, and imposing bans on certain vehicles. These actions come after a brief period of relaxation, following recent rainfall that had temporarily improved air quality.

What's Closed:

- Schools: Classes VI to IX and XI are moving to hybrid teaching, combining in-person and online classes.
- Construction: All construction and demolition activities, including public projects like flyovers and highways, are suspended.
- Vehicles: Non-essential diesel trucks and BS-III petrol/BS-IV diesel vehicles are restricted. Additionally, diesel-run commercial vehicles below BS-IV standards are also banned, except for essential services.
- Offices: Public and private offices will operate with only 50% of their workforce on-site, with the remainder working from home.

What's Open:

- Critical Services: Essential services like transportation of goods and healthcare will continue as usual.
- Outdoor Activities: Limited, with restrictions on vehicle movement and outdoor work.

The move to Stage IV restrictions underscores the severity of the air quality, which has worsened from 'very poor' to 'severe.' Delhi, Ghaziabad, Greater Noida, and Gurugram are all experiencing dangerous AQI levels. Experts predict that the AQI could surpass 400, exacerbating the situation further. As the Commission for Air Quality Management tightens measures, the government is considering more steps like closing non-essential businesses and possibly implementing odd-even vehicle movement restrictions to combat the crisis.
