‘Citizen Services Must Be Central’: CM Rekha Gupta as Delhi Targets First Six Mini Secretariats in 18 Months

Delhi advances a citywide plan for district mini secretariats, with six sites cleared and an 18-month target. The project is managed by the PWD project wing and features zero-waste design, on-site treatment, solar power and integrated citizen services.

Delhi government is moving ahead with a citywide plan for district mini secretariats, targeting all 13 revenue districts. Officials said Chief Minister Rekha Gupta has stressed that every complex must support citizen-facing services. The government has already cleared six sites and wants construction of these first buildings finished within 18 months.

Finance department’s Expenditure Finance Committee has given financial backing to the initiative. The committee approved Rs 212.91 crore for a mini secretariat at Dwarka. It also asked the revenue department to draw up formal proposals for similar centralised administrative infrastructure in the remaining districts, so that the model can be scaled.

District mini secretariats locations in Delhi

According to a Public Works Department order, four specific locations have been chosen for dedicated mini secretariat buildings. The East district facility will come up in Mandawali, while the North-West district complex is planned at Kanjhawala. South district offices will be based in Saket, and the South-West district mini secretariat will be developed in Dwarka Sector 10.

For South-East district and another North-West district office, the government plans to use existing district magistrate office premises. These sites will be upgraded to function as mini secretariats. Officials said this mixed model should allow faster rollout, as new construction and redevelopment can proceed in parallel across different districts.

Delhi district mini secretariats project management

The PWD has assigned the project to its project wing, shifting execution from regular zonal staff. An internal order states that construction of mini secretariats in each Delhi district has been moved to the project zone. All controlling officers have been told to hand over related records to the project zone without delay.

The order notes that the shift aims to use project zone staff more efficiently. With a single wing supervising the scheme, officials expect clearer timelines and uniform standards. This structure is intended to support the target of completing the first six mini secretariats within the specified 18-month window.

Smart infrastructure in Delhi district mini secretariats

Planned district mini secretariats will be designed as zero-waste buildings, according to officials. The complexes will include mist sprinklers to help reduce local air pollution. They will also have sewage treatment plants, so wastewater can be treated on-site. Solar power systems will be installed with enough capacity to meet most electricity needs.

Officials emphasised that public interface will be central to the design of these district mini secretariats. Citizen services, they said, will be delivered through integrated counters and office layouts. Gupta has asked departments to focus on citizen-centric service delivery and ensure that all required steps are taken quickly for the first six projects.

With funds approved for Dwarka and six locations identified, Delhi government has created a framework for district mini secretariats across all 13 revenue districts. Project responsibility now rests with the PWD project wing, which must align eco-friendly building features, centralised offices and citizen-focused services within the 18-month construction target.
