Anti-Corruption Branch Book Former Delhi Ministers Saurabh Bhardwaj and Satyendra Jain
The Anti-Corruption Branch (ACB) in Delhi has initiated legal proceedings against former Health Ministers Saurabh Bhardwaj and Satyendra Jain. The case involves alleged corruption in the development of health infrastructure within the Government of the National Capital Territory of Delhi (GNCTD). Approval for this action was granted under Section 17A of the Prevention of Corruption Act.
In August 2024, Vijender Gupta, then Leader of Opposition and now Delhi Assembly Speaker, filed a complaint. He pointed out significant irregularities and suspected corruption in various health infrastructure projects. Allegations include budget manipulation, misuse of public funds, and collusion with private contractors.

Project Delays and Cost Overruns
During 2018-2019, 24 hospital projects valued at Rs 5,590 crores were approved. However, these projects remain largely unfinished with unexplained cost increases. A notable example is the Rs 1,125 crore ICU Hospital Project. This project aimed to create seven pre-engineered facilities with 6,800 beds but is only half complete after nearly three years and Rs 800 crores spent.
Verification revealed unauthorized construction at government hospitals in Jwalapuri and Madipur by private contractors without necessary approvals. The Madipur hospital project was supposed to finish by November 2022 but remains incomplete and abandoned.
Escalating Costs and Missed Deadlines
The report highlights that seven ICU hospitals contracted to M/s SAM India Buildwell Pvt Ltd have seen costs rise over 100%. Construction remains unfinished long past the February 2022 deadline. Additionally, the New Block at LNJP Hospital awarded to M/s Swadeshi Civil Infrastructure Pvt Ltd saw costs increase from Rs 488 crores to Rs 1,135 crores over four years without completion by its January 2023 deadline.
An FIR has been filed under Section 13(1) of the Prevention of Corruption Act along with Sections 409, 420, and 120-B of the IPC. This FIR targets Saurabh Bhardwaj, Satyendra Jain, unknown government officials, and private contractors involved in these projects.
Comprehensive Investigation Underway
Madhur Verma, Joint Commissioner of Police and Head of Anti-Corruption Branch, stated that a thorough investigation is underway. The aim is to uncover the full extent of the alleged conspiracy and determine accountability among former ministers, officials, and private entities involved.
