NMMC Cracks Down On Pollution: Rs 1.17 Crore Fines For Builders Violating Rules

The Navi Mumbai Municipal Corporation (NMMC) has levied fines amounting to Rs 1.17 crore on 78 construction sites for failing to follow standard operating procedures (SOPs) aimed at controlling air and noise pollution, according to Hindustan Times (HT) report. These SOPs were introduced to ensure safer and more sustainable construction practices in the city.

A joint inspection carried out by the NMMC's town planning and environment departments revealed the violations. Among the areas inspected, Nerul recorded the highest number of infractions with 24 sites, followed by Sanpada with 18. The Airoli-Digha area accounted for 13 cases, while Belapur, Ghansoli, Vashi, and Koparkhairane reported 10, nine, seven, and six violations respectively.

An official from the town planning department explained that inspections, earlier conducted at the ward level, are now overseen by the headquarters. "Developers were already provided with a checklist to adhere to. During inspections, several violations were found, and fines were imposed accordingly. Ward offices have been directed to issue notices to the erring parties," the official said in the HT report.

The SOPs were formulated following a suo moto public interest litigation (PIL no. 3/203) filed by the Bombay High Court on 11 December 2023. These measures were approved by Municipal Commissioner Dr Kailas Shinde on June 19. The guidelines aim to curb pollution caused by construction activities, ensuring environmental standards are met.

"The SOPs demand strict adherence to environmental norms. Regular inspections are conducted, and reports are prepared to ensure compliance. Fines are calculated at Rs 50 per square metre of the plot area. For example, sites lacking fogging machines face specific penalties," another NMMC official explained in the report.

These measures highlight the corporation's efforts to hold developers accountable and promote environmentally responsible construction practices in Navi Mumbai.
