MPCB Slashes Industrial Approval Timelines By 50% To Accelerate Investments In Maharashtra

The Maharashtra Pollution Control Board (MPCB) has significantly reduced the time required for industrial approvals and renewals, cutting several timelines by nearly half.

The decision is expected to speed up permissions for industries and create a more business-friendly environment in the state.

Officials said the move will help companies start projects faster and support Maharashtra's efforts to attract new investments.

Faster Clearances for Industries

The revised system will allow industries to obtain permissions for setting up, operating and renewing licences much quicker than before. The new timelines apply to red, orange and green category industries, which are classified based on their pollution risk.

Earlier, companies often faced delays in getting approvals, especially in high and medium-risk categories. Under the updated system, the Pollution Control Board must now process applications within shorter deadlines across all categories. This is expected to reduce waiting time and improve efficiency.

Digital and Faceless System to Speed Up Process

Officials explained that the new approval system will work mainly through an online and computerised platform. This faceless process will reduce the need for physical visits and paperwork, making the system more transparent and efficient.

MPCB Member Secretary M. Devendra Singh said the new system will reduce the time taken for approvals and boost industrial investment in the state. Chairperson Siddhesh Kadam added that providing quick permissions is important for industry growth and remains a key focus of the board.

The reforms are also linked to the state government's larger plan to improve the ease of doing business and achieve the "Viksit Maharashtra 2047" vision.

Major Reduction in Approval Timelines

Green category industries, which have low pollution impact, will now receive approvals much faster. Earlier, they had to wait around 30 days for permissions related to setting up units, starting operations or renewing licences. Under the new rules, these approvals will be granted within 15 days.

Orange category industries will also benefit from shorter timelines. Establishment approvals that earlier took 45 days will now be cleared in about 24 days. Permissions for operation and renewals, which previously required around 60 days, will also be completed within 24 days.

Red category industries, considered more complex due to higher environmental impact, have also received relief. Earlier, they required up to 60 days for establishment approval, 90 days for operational consent and 120 days for renewal. Now, all these approvals will be processed within a maximum of 40 days.

Previous Steps to Ease Compliance

Before introducing the latest reforms, the board had already taken several steps to simplify regulations. Hundreds of industries were placed in the white category, which generally requires minimal permissions. Additional subcategories were also introduced in other classifications to reduce compliance burden and paperwork for businesses.

These earlier changes helped streamline the approval process and reduce regulatory complexity for many industries.

Study Conducted Before Implementing Reforms

The decision to shorten approval timelines was taken after a detailed study by a special committee formed by the board. The committee reviewed industrial clearance systems in states such as Tamil Nadu, Andhra Pradesh, Rajasthan and Gujarat.

After comparing processes and timelines, officials concluded that Maharashtra needed faster approvals to maintain its position as a leading industrial hub. The new system is designed to ensure that industries receive multiple clearances within the shortest possible time.

Officials believe the reduced timelines will encourage more industries to invest in Maharashtra by making project execution faster and more predictable. The new system is expected to strengthen the state's business environment while maintaining environmental safeguards.

With quicker approvals and a simplified digital process, the Maharashtra Pollution Control Board hopes to support industrial expansion and sustain the state's economic growth in the coming years.
