Will Canada's 24-Hour Work Limit Drain Indian Students' Finances?
Indian students in Canada, who represent the largest group of international students in the country, are set to face substantial financial strain as a result of a new federal regulation that limits their off-campus work to 24 hours per week.
This rule, which is set to take effect this month, replaces the temporary waiver of the 20-hour cap on work hours that was introduced during the COVID-19 pandemic. This temporary waiver was implemented to address labour shortages and expired on April 30, as reported by India Today.

No Restrictions During School Breaks
The new regulation stipulates that there are no restrictions on work hours during school breaks, such as summer or winter vacations, for international students in Canada. In 2022, out of a total of 550,000 international students in Canada, 226,000 were from India. Currently, around 320,000 Indians are residing in Canada on student visas, with many contributing to the economy through gig work.
Impact on Financial Management for Indian Students
Indian students heavily rely on off-campus jobs to cover essential expenses such as groceries and accommodation. The new 24-hour work limit means that students will be allowed to work up to three part-time shifts per week, each lasting 8 hours. This reduction in allowable work hours will make it challenging for students to manage their living costs, especially in high-expense cities like Toronto, as per media reports.
Changes in Minimum Wage
The minimum wage in Canada was recently increased to 17.36 Canadian dollars per hour, up from 16.65 Canadian dollars per hour in 2023. While this increase in minimum wage is beneficial, the new work-hour restriction is expected to complicate financial management for students who rely on their earnings to cover daily living costs.
Students' Reactions and Financial Adjustments
Students like Neeva Phatarphekar, who is studying in Toronto, have expressed significant concerns regarding their ability to manage expenses under the new work-hour limit. Phatarphekar has reported that covering rent, groceries, dining out, and travel will become increasingly difficult. In response to these challenges, she has taken steps to reduce her expenses, including moving in with friends to save on rent. Phatarphekar, who was previously studying for a public relations certificate at York University, is now shifting her focus to brand management at Seneca College.
Advocacy and Academic Concerns
Deepa Mattoo, the executive director and lawyer at the Barbra Schlifer Commemorative Clinic, has emphasized that many international students work out of necessity. She advocates for an equity framework to ensure that students who rely on additional income are supported, as per media reports.
Economics professor Moshe Lander from Concordia University in Montreal has raised concerns about the adequacy of the 24-hour work limit. Lander questions whether this limit provides enough time for students to focus on their academic studies, suggesting that the reduction in work hours might negatively impact students' ability to concentrate on their courses. He is concerned that this could lead to a decline in the overall quality of education, as students might prioritize earning over their studies.
