White House Presses Ukraine to Lower Draft Age to 18 Amid Ongoing Conflict with Russia
The Biden administration is urging Ukraine to expand its military by drafting more troops and revising mobilisation laws. A senior official, speaking anonymously, stated that the US wants Ukraine to lower the conscription age from 25 to 18. This change aims to increase the number of available soldiers as Ukraine faces a manpower shortage in its ongoing conflict with Russia.

Since Russia's invasion in February 2022, the US has provided over USD 56 billion in security aid to Ukraine. The White House plans to send more before President Biden's term ends in less than two months. However, officials believe Ukraine now needs to focus on increasing its troop numbers rather than acquiring more weaponry.
Manpower Challenges and Western Concerns
Ukrainian President Volodymyr Zelenskyy has been informed by Western allies about concerns over Ukraine's manpower issues. European officials, speaking anonymously, noted that the lack of personnel could make it difficult for Ukraine to maintain control in regions like Kursk, which it seized this year. The situation is further complicated by North Korean troops arriving to support Russia.
The Biden administration estimates that Ukraine needs around 160,000 additional troops, though they believe even more may be necessary. Currently, over 1 million Ukrainians are serving in various military units, including the National Guard. Despite efforts to broaden the draft pool, these measures have not yet met the required numbers.
Legislative Changes and Economic Concerns
In April, Ukraine's parliament passed laws lowering the draft age from 27 to 25 and eliminating some exemptions. These changes were intended to add about 50,000 troops but fell short of Zelenskyy's targets. An online registry for recruits was also established as part of these reforms.
Conscription remains a sensitive issue in Ukraine. Some citizens worry that reducing the minimum conscription age could negatively impact the economy by removing young adults from the workforce. This concern arises amid Russia's improved manpower and planning capabilities.
Future Uncertainties with New US Administration
Ukraine is preparing for President-elect Donald Trump to take office on January 20. Trump has promised a swift end to the war but has raised doubts about continued US military support for Ukraine. This uncertainty adds pressure on Ukraine to strengthen its military ranks quickly.
The US stresses that Ukraine's manpower shortage can no longer be ignored. Although Russia faced its own challenges early in the war, it now holds an advantage due to its larger military size. The Biden administration believes addressing this imbalance is crucial for Ukraine's continued resistance against Russian forces.
As the situation evolves, Ukraine must balance military needs with economic stability while navigating changing international dynamics. The outcome will significantly impact its ability to sustain efforts against Russian aggression.
