White House concerned Iran may provide ballistic missiles to Russia

The White House voiced concern Tuesday that Iran may provide Russia with ballistic missiles for use in its war against Ukraine, a development that likely would be disastrous for the Ukrainian people, a US national security official said.

The White House has expressed deep concern over the possibility of Iran supplying ballistic missiles to Russia for use in its ongoing war against Ukraine. National Security Council spokesperson John Kirby warned that such a development would have disastrous consequences for the Ukrainian people.

Iran's Military Support to Russia

Kirby highlighted Iran's history of providing military equipment to Russia, including unmanned aerial vehicles (UAVs or drones), guided aerial bombs, and artillery ammunition. He noted a meeting in September where Iran showcased its range of ballistic missile systems to Russian Defense Minister Sergei Shoigu, raising concerns within the United States.

Concerns of Destabilizing Transfers

Kirby expressed concern that Iran might be considering supplying ballistic missiles to Russia for use in Ukraine. He emphasized that in exchange for this support, Russia has offered Tehran unprecedented defense cooperation, particularly in the areas of missiles, electronics, and air defense.

Stalled US Funding for Ukraine

Kirby's warning comes at a time when President Joe Biden's request for over $61 billion in emergency US funding to support Ukraine's defense remains stalled in Congress. This additional aid is part of a larger $106 billion funding request that also includes support for Israel, Taiwan, and US operations on the border with Mexico. However, a growing number of lawmakers in the Republican Party, which controls the House of Representatives, oppose sending more money to Ukraine.

Iran's Military Ambitions

Kirby highlighted Iran's military ambitions, noting the country's announcement earlier this year that it had finalized a deal to purchase Su-35 fighter jets from Russia. Iran is also seeking to acquire additional military equipment, including attack helicopters, radars, and combat-trainer aircraft. The total value of military equipment Iran is seeking from Russia amounts to billions of dollars, significantly bolstering its military capabilities.

Impact on Ukraine, the Middle East, and the International Community

Kirby emphasized that the burgeoning military partnership between Iran and Russia harms Ukraine, Iran's neighbors in the Middle East, and the international community. He pointed out that the Wagner mercenary group, acting on the Russian government's orders, is preparing to provide air defense capabilities to either Hezbollah or Iran. The US has warned that it will use counterterrorism sanctions against Russian individuals or entities involved in such destabilizing transfers.

Russia's Isolation and Desperation

The US views Russia's reliance on Iran and North Korea—two countries largely isolated on the international stage due to their nuclear programs and human rights records—as a sign of desperation. This reliance stems from Ukraine's strong resistance and the success of the global coalition in disrupting Russian military supply chains and denying replacements for weapons lost on the battlefield. Russia has previously turned to North Korea for artillery.

Efforts to Thwart Iran's Ballistic Missile-Related Activities

The US and other countries have taken steps to prevent the potential supply, sale, or transfer of Iran-related ballistic missile items. The US has issued guidance to private companies regarding Iranian missile procurement practices to ensure they do not inadvertently support Iran's development efforts. In May, the White House reported Russia's interest in purchasing additional advanced attack drones from Iran, having depleted most of its previous stock of 400 drones.

If realized, such a deal could have severe consequences for Ukraine and further destabilize the region.
