Venezuela's Leader Discusses Human Rights Probe with ICC Chief Prosecutor

Venezuelan President Nicolás Maduro recently held a meeting with the head of the International Criminal Court (ICC), amidst an ongoing investigation into crimes against humanity linked to his government's suppression of anti-government protests. The meeting, which took place at the presidential palace in Caracas, saw no public statements from ICC chief prosecutor Karim Khan. This marks Khan's fourth visit to Venezuela, following a significant ruling by an appeals panel nearly two months ago that allowed the court's investigation, initially announced in 2021, to move forward despite opposition from Maduro's administration.

Maduro Meets ICC on Rights Probe

The investigation by the ICC, supported by the United States though not a party to the ICC itself, was originally called for by several Latin American countries. It focuses on allegations of human rights abuses perpetrated by Venezuelan security forces during the 2017 protests. These alleged abuses include arbitrary detention, torture, and sexual violence. The appeals judges highlighted that Venezuelan investigations seemed to concentrate on lower-level offenders while senior commanders who might be responsible for crimes have not been adequately pursued.

Furthermore, the ICC's statement pointed out that Venezuela's investigative efforts have been limited and characterized by periods of inactivity that remain unexplained. It also noted that the domestic investigations fail to encompass significant aspects of the international inquiry, particularly allegations related to persecution and sexual crimes. This meeting between Maduro and Khan underscores the international community's scrutiny over Venezuela's handling of human rights abuses and the quest for accountability at higher levels of command within Maduro's government.
