US, UK Diplomats Announce $1.5 Billion Aid for Ukraine During Kyiv Visit

The United States and Britain have pledged nearly USD 1.5 billion in additional aid to Ukraine. This announcement came during a visit to Kyiv by their top diplomats, US Secretary of State Antony Blinken and British Foreign Secretary David Lammy. The aid aims to bolster Ukraine's energy grid, which has been heavily targeted by Russia ahead of an expected harsh winter.

Commitment to Ukraine

Blinken announced over USD 700 million in humanitarian aid, while Lammy confirmed that Britain would provide another USD 782 million in assistance and loan guarantees. Their visit underscores the commitment of both nations to support Ukraine in its ongoing conflict with Russia. During their visit, air-raid sirens sounded twice, causing delays and forcing the cancellation of a wreath-laying ceremony.

Challenges and Condolences

Lammy expressed deep condolences for the loss of civilian lives due to recent attacks, calling them "horrific, barbaric, unbelievable." The conflict has reached a critical juncture following Ukraine's incursion into Russia's Kursk region last month. Meanwhile, Russia continues its aerial attacks on Ukrainian cities, causing numerous civilian casualties.

Western Support and Limitations

Relations between Ukraine and its Western allies have been strained by Kyiv's repeated requests to use long-range weapons against targets deeper inside Russia. Western leaders fear that granting this request could escalate the war. However, Biden has allowed Ukraine to fire US-provided missiles across the border into Russia in self-defence but has limited their range.

Future Discussions

Blinken stated he would discuss the missile issue with Ukrainian President Volodymyr Zelenskyy and bring it back to Washington for further discussion. He mentioned that US President Joe Biden and British Prime Minister Keir Starmer would likely discuss the matter when they meet in Washington on Friday.

Energy and Humanitarian Aid

The latest American aid package includes USD 325 million for energy support to repair and restore Ukraine's power generation facilities. An additional USD 290 million will fund food, water, shelter, healthcare, and education programmes for Ukrainians in need within the country and refugees outside it. The remaining USD 102 million is allocated for mine-removal work.

Military Aid

Late last week, the US announced it would send USD 250 million more in weapons to Ukraine, including air-defence missiles and artillery. Blinken accused Iran of providing Russia with Fath-360 short-range ballistic missiles, calling it a "dramatic escalation" of the war.

Ukrainian Prime Minister Denys Shmyhal expressed hope for an agreement on using long-range assets "for strikes on the territory of our enemy." He described his meeting with Lammy as "intense" but did not provide further details.

Upcoming Challenges

Ukraine faces a challenging winter as its power grid is under severe strain after Russian attacks knocked out around 70% of its generation capacity. Kyiv officials must also navigate the outcome of the US election in November, which could lead to significant policy shifts in Washington.

Former President Donald Trump stated during a presidential debate that he wants the war to end but did not clearly say he wants Ukraine to win. Blinken reiterated, "The bottom line is this: We want Ukraine to win."

As Blinken and Lammy arrived in Kyiv, the UK announced it would ban 10 commercial ships accused of illicitly transporting Russian oil in violation of international sanctions. These vessels will be barred from British ports and could be detained if they enter.

The diplomatic visit was unusually announced in advance, signalling strong American and British support for Ukraine amidst ongoing tensions with Russia.
