US Targets Paraguayan Tobacco Company Over Ties to Former President

The Biden administration has imposed sanctions on a Paraguayan tobacco company, accusing it of enriching the country's former president. The US Treasury Department targeted Tabacalera del Este due to its connections with Horacio Cartes, a wealthy businessman and former president of Paraguay.

Cartes, who served as president from 2013 to 2018, remains influential in Paraguayan politics. He is a member of the conservative Colorado party, which also includes current President Santiago Peña. Last year, the Treasury Department sanctioned Cartes for allegedly bribing lawmakers and having ties with Hezbollah.

Sanctions and Allegations

The Treasury Department accused Tabacalera del Este of funnelling millions to Cartes through a sales agreement. The Office of Foreign Assets Control identified Cartes as having a significant interest in the company. Despite these allegations, Cartes denies owning or managing the tobacco firm.

Cartes has dismissed the corruption accusations as politically motivated. The phone numbers listed on Tabacalera del Este's website were found to be disconnected, and there was no immediate response from the company regarding the sanctions.

Political Influence and Legal Issues

Cartes was elected last year as president of the Colorado party, which holds a majority in both houses of Congress. Throughout his career, he has faced controversy and US law enforcement inquiries. In 1986, he was jailed for currency fraud, but charges were later dropped.

Last year, Paraguay's attorney general began investigating the US Treasury's corruption allegations against Cartes. However, no results have been reported so far. The State Department has noted that deep-rooted corruption in Paraguay often hinders convictions in money-laundering and terrorism financing cases.

Economic Concerns

Despite these issues, Moody's ratings agency recently upgraded Paraguay to investment-grade status due to strong economic growth. However, analysts and investors remain concerned about organised crime driven by cigarette and drug smuggling.

"The United States remains dedicated to ensuring accountability for Cartes and to promoting meaningful anti-corruption reform in Paraguay," stated State Department spokesperson Matthew Miller.

Cartes continues to face scrutiny over his business dealings and political activities. His influence within Paraguay's dominant political party ensures that his actions remain under close observation by both domestic and international entities.

The situation highlights ongoing concerns about corruption and organised crime in Paraguay. These issues continue to affect the country's political landscape and economic stability.
