US Administration Lifts Sanctions on Bhabha Atomic Research Center and Other Indian Entities

The Biden administration has announced the lifting of sanctions on three Indian entities: Indian Rare Earths, Indira Gandhi Atomic Research Center (IGCAR), and Bhabha Atomic Research Center (BARC). These sanctions, imposed during the Cold War, are being removed to enhance US foreign policy goals. This move aims to reduce barriers to advanced energy cooperation, including joint research and development in science and technology.

US-India Energy Cooperation

The Bureau of Industry and Security (BIS) stated that this decision will support shared energy security needs. It will also promote joint efforts in science and technology between the United States and India. Over recent years, both nations have strengthened their collaboration in peaceful nuclear cooperation and related research activities, benefiting numerous partner countries globally.

Simultaneously, the BIS has added 11 entities from the People’s Republic of China (PRC) to the Entity List. This action is due to activities deemed contrary to US national security and foreign policy interests. The Entity List serves as a strategic tool to influence behaviour that aligns with US national security objectives and global cooperation.

Implications for Global Cooperation

Under Secretary of Commerce for Industry and Security Alan F Estevez highlighted the significance of these actions. "As these actions demonstrate, the Entity List is a powerful tool that can be used to shape behaviour that advances US national security and global cooperation," he stated. Estevez emphasized that these changes send a clear message about the consequences of supporting China's military modernization.

Principal Deputy Assistant Secretary of Commerce for Export Administration Matthew Borman noted that removing sanctions on Indian entities will foster closer ties between the US and India. "The removal of the three Indian entities will enable closer cooperation between the United States and India to secure more resilient critical minerals and clean energy supply chains," he explained.

Strengthening Bilateral Relations

This decision aligns with the broader strategic goals of the US-India partnership. It is seen as a step towards stronger bilateral relations, enhancing cooperation in critical areas such as clean energy supply chains. Former Indian Ambassador to the US, Taranjit Singh Sandhu, praised this development as a reflection of the deepening partnership between India and the United States.
