US Defense Secretary Lloyd Austin engaged in discussions with Israeli leaders on Monday, exploring avenues to scale back major combat operations in Gaza. However, he emphasized that Washington would not impose a specific timetable, despite international calls for a cease-fire. Austin and other US officials have consistently expressed concerns about the substantial number of civilian casualties in Gaza while reaffirming American support for Israel's campaign against Hamas.

No Elaboration on Ground Changes for Shift to Precise Operations

Neither side provided details on the necessary changes required on the ground to transition to more precise operations after weeks of intense bombardment and a ground offensive. At a joint press conference with Israeli Defense Minister Yoav Gallant, Austin asserted that the operation belonged to Israel and that he was not there to dictate timelines or terms. The US has vetoed calls for a cease-fire at the UN and has expedited the delivery of munitions to Israel.

Netanyahu Insists on Continuing Fight

Israeli Prime Minister Benjamin Netanyahu has maintained that Israel will persist in its fight until it achieves the objectives of ending Hamas rule in Gaza, dismantling its military capabilities, and securing the release of dozens of hostages held captive since the deadly October 7 attack inside Israel that sparked the conflict.

Talks Underway for Hostage Release

Amidst demands from Israeli protesters for the government to resume negotiations with Hamas on releasing more hostages, talks were underway on Monday to facilitate the freedom of additional captives. CIA Director William Burns met in Warsaw with the head of Israel's Mossad intelligence agency and the prime minister of Qatar, according to a US official. This marked the first known meeting of the three since the conclusion of a weeklong cease-fire in late November, during which approximately 100 hostages were freed in exchange for the release of around 240 Palestinians held in Israeli prisons.

Devastating Impact on Gaza

The ongoing conflict has resulted in the deaths of over 19,000 Palestinians and has transformed much of the northern region into a desolate landscape. Approximately 1.9 million Palestinians, representing nearly 85% of Gaza's population, have been displaced from their homes, with the majority seeking refuge in UN-run shelters and tent camps in the southern part of the besieged territory.

US Pressure on Israel

Austin, accompanied by Joint Chiefs Chairman Gen CQ Brown, stated that he and Israeli officials exchanged ideas on transitioning from high-intensity operations and increasing the flow of humanitarian aid to Gaza. American officials have advocated for targeted operations aimed at eliminating Hamas leaders, destroying tunnels, and rescuing hostages. These calls came after US President Joe Biden cautioned that Israel was losing international support due to its indiscriminate bombing.

European Concerns and Criticism

European countries are also expressing growing impatience with the situation. Josep Borrell, the EU foreign policy chief, voiced concerns about the excessive civilian casualties in Gaza and highlighted the lack of distinction in Israel's military operations.

Limited Progress Despite Pressure

Under pressure from the US, Israel provided more precise evacuation instructions earlier this month as troops moved into the southern city of Khan Younis. However, casualties continue to rise, and Palestinians emphasize that no location in Gaza is safe due to the widespread nature of Israeli strikes.

Humanitarian Crisis and Allegations of Deliberate Starvation

Israel reopened its main cargo crossing with Gaza to allow more aid in, following a request from the US. However, the amount of aid remains significantly below prewar levels, while needs have escalated, and fighting hampers delivery in many areas. Human Rights Watch accused Israel of deliberately starving Gaza's population, which would constitute a war crime, citing statements from senior Israeli officials expressing intent to deprive civilians of food, water, and fuel or linking aid entry to the release of hostages.

Unprecedented Conflict and Regional Tensions

The war began with a surprise attack by Hamas that overwhelmed Israel's border defenses, leading to the rampage of thousands of militants across southern Israel. The conflict resulted in the deaths of approximately 1,200 people, mostly civilians, and the abduction of around 240 individuals. Hamas and other militant groups continue to hold an estimated 129 captives, with the majority released during a truce last month in exchange for Israel's release of 240 Palestinian prisoners.

The conflict has claimed the lives of over 19,400 Palestinians, according to the Health Ministry, with most being women and minors. Thousands more are believed to be buried under the rubble. The ministry does not differentiate between civilian and combatant deaths. Israel's military reports the deaths of 127 soldiers in the Gaza ground offensive and claims to have killed thousands of militants, without providing concrete evidence.

Israel attributes civilian casualties to Hamas, alleging that the group uses civilians as human shields. However, the military rarely provides comments on individual strikes.

In related developments, Yemen's Houthi rebels continued attacks on shipping in the Red Sea, prompting several companies to halt operations in the crucial trade route. BP, a major oil and natural gas company, announced the suspension of its shipments through the Red Sea. Multiple projectiles were fired at a Cayman Islands-flagged tanker, prompting a response from the USS Carney, an American warship. The Houthi military spokesman confirmed the attack and vowed to continue targeting ships bound for Israeli ports as long as the blockade of Gaza persisted.

Austin indicated that he would hold talks with counterparts in the Middle East and beyond on Tuesday morning to discuss an international coalition to address the attacks. He emphasized the need for an international response to the situation.

The conflict has also resulted in clashes between Israel and Lebanon's Hezbollah along the border, while the Israeli-occupied West Bank has witnessed the deaths of over 300 Palestinians since the start of the war, including four during an Israeli military raid in the Faraa refugee camp.

This year has been the deadliest for Palestinians in the West Bank since 2005, with most fatalities occurring during military raids or violent demonstrations.
