US Pushes for Global AI Principles at the United Nations
The United States is spearheading a UN resolution to ensure the responsible development and use of artificial intelligence, emphasizing safety, security, and equal access for all nations.
The United States is taking the lead in promoting the responsible development and use of artificial intelligence (AI) through a first-of-its-kind resolution at the United Nations. The draft resolution, presented to the General Assembly, aims to ensure that AI is "safe, secure, and trustworthy" and that all countries, particularly those in the developing world, have equal access to its benefits.

Bridging the Digital Divide and Harnessing AI for Global Progress
The resolution seeks to address the digital divide between nations and ensure that all countries are actively involved in discussions on AI. It emphasizes the importance of providing developing countries with the technology and capabilities necessary to leverage AI's benefits, such as disease detection, flood prediction, and workforce training.
Recognizing the Urgency and Evolving Nature of AI Governance
The draft resolution acknowledges the rapid pace of AI development and use, highlighting the urgent need for global consensus on safe, secure, and trustworthy AI systems. It also recognizes that AI governance is a constantly evolving field that requires ongoing discussions on potential governance approaches.
Seeking Global Support for AI Principles and Risk Management
US National Security Advisor Jake Sullivan emphasized the significance of engaging in a global conversation on managing the implications of AI's rapid advancement. The resolution aims to garner worldwide support for a set of fundamental principles for AI development and use, while also outlining a path to harness AI for positive purposes while effectively managing associated risks.
Extensive Negotiations and Consensus Building
The United States engaged in extensive negotiations with all 193 UN member states over the past three months, investing significant time in direct talks and accepting input from over 120 nations. As a result, the resolution has achieved consensus support from all member states and will be formally considered later this month.
Leveraging AI for Sustainable Development
A key objective of the resolution is to utilize AI as a tool to accelerate progress towards achieving the UN's Sustainable Development Goals for 2030. These goals include eradicating global hunger and poverty, improving global health, ensuring quality secondary education for all children, and achieving gender equality.
Encouraging Collaborative Efforts for Safe AI Systems
The draft resolution encourages all countries, regional and international organizations, technical communities, civil society, the media, academia, research institutions, and individuals to actively contribute to the development and support of regulatory and governance frameworks for safe AI systems.
Global AI Regulations and the US Initiative
The United States' initiative comes at a time when other countries and international bodies are also developing AI regulations. The European Union is set to finalize the world's first comprehensive AI rules, while countries like China and the United States, as well as groups like the Group of 20 industrialized nations, are working on their own AI regulations.
Promoting Human Rights and Fundamental Freedoms
The US draft resolution emphasizes the importance of respecting, protecting, and promoting human rights and fundamental freedoms throughout the entire lifecycle of AI systems.
The United States' leadership in spearheading the first UN resolution on artificial intelligence demonstrates its commitment to fostering safe, secure, and trustworthy AI development and use worldwide. By promoting international consensus and collaboration, the resolution aims to ensure that all countries can benefit from the transformative potential of AI while addressing associated risks and challenges.
