UN Peacekeepers in South Lebanon Targeted by Israeli Airstrikes Amid Escalating Hezbollah Conflict

Israeli airstrikes have recently targeted the headquarters of the UN peacekeeping force, UNIFIL, and other locations in southern Lebanon. These attacks have led to widespread international condemnation. On Friday, explosions at the UNIFIL headquarters injured two peacekeepers, following a similar incident the previous day that also resulted in injuries. The ongoing conflict between Israel and Hezbollah has placed the 10,000-strong peacekeeping force in a precarious position.

Israeli Airstrikes Target UN Peacekeepers in Lebanon

The United Nations Interim Force in Lebanon (UNIFIL) was established in 1978 to oversee Israeli troop withdrawal after their invasion of southern Lebanon. Although Israel invaded again in 1982, it withdrew in 2000. The UN created a boundary known as the Blue Line between Lebanon and Israel, which UNIFIL monitors. Following the 2006 war between Israel and Hezbollah, UNIFIL's mission expanded to include monitoring hostilities and patrolling a buffer zone along the border.

Recent Developments

On Thursday, an Israeli tank reportedly fired directly at UNIFIL's headquarters in Naqoura, damaging an observation tower and injuring two Indonesian peacekeepers. The headquarters and nearby positions have been repeatedly hit, with accusations that Israel deliberately disabled monitoring cameras. On Friday, further explosions injured two more peacekeepers. An Israeli bulldozer also reportedly damaged another UNIFIL position's perimeter.

The global community has condemned these attacks. Italy and France summoned Israeli ambassadors to protest, with Italy's defence minister labelling the incidents as potential "war crimes." Human Rights Watch echoed this sentiment. Tensions have been escalating, with Israel requesting UNIFIL to relocate its personnel further north—a request that was refused.

Israel's Response

The Israeli army expressed concern over Thursday's incident and is conducting a high-level review. They stated their soldiers responded to an immediate threat and had advised UNIFIL personnel to seek shelter before the incident. Israel accused Hezbollah of operating near UN posts, endangering peacekeepers. There have been multiple instances where UNIFIL reported Israeli attacks on patrol vehicles or positions during the current conflict.

The history between Israel and UNIFIL has been fraught with tension. In 1996, during an Israeli offensive against Hezbollah, Israel shelled a UN compound near Qana, killing 106 civilians and injuring four Fijian soldiers assigned to UNIFIL.

Impact on Peacekeeping Mission

Israel has requested that the peacekeeping force move five kilometres north to avoid conflict zones with Hezbollah militants. This would hinder UNIFIL's ability to fulfil its mission. Jean-Pierre Lacroix, the UN peacekeeping chief, informed the Security Council that due to air and ground attacks, patrols have ceased since late September when Israel intensified its campaign against Hezbollah.

Lacroix mentioned that peacekeepers are confined to bases for extended periods due to security concerns affecting fuel, food, and water supplies. He noted that 300 peacekeepers were temporarily relocated to larger bases on Thursday, with plans for another 200 depending on security conditions. UNIFIL has reduced its presence by 25% at affected positions.

Nick Birnback from UN peacekeeping stated: "UNIFIL has remained in its positions along the Blue Line without interruption since its establishment." The Italian minister reiterated that any decision regarding halting the mission for security reasons rests with the UN.
