Ukrainian President Volodymyr Zelenskyy's strategy to conclude the ongoing conflict with Russia has elicited varied responses from Western allies. The plan proposes Ukraine's NATO membership and using Western long-range missiles against Russian targets, both of which have met resistance. US support is vital for Zelenskyy to gain backing from other allies, but analysts suggest the Biden administration may delay any decision until after the US presidential election on November 5.

Mixed Reactions to Ukraines Victory Plan

Analysts view Zelenskyy's plan as a positive step for Ukraine's military efforts, though ambitious due to fears of escalation with nuclear-armed Russia. Ukraine has previously secured Western support for requests once considered unrealistic, such as Patriot air defense systems and F-16 jets. Presenting the plan now puts it on the radar for the next US administration, though its reception remains uncertain.

NATO Membership and Military Support

Without NATO membership, Ukraine lacks assurance that its geopolitical future won't be compromised in negotiations with Russia, according to Ukrainian analyst Hlib Voloskyi. Ukrainian officials argue that NATO is the only guarantee against Russian aggression post-war. Zelenskyy hinted at nuclear weapons as an alternative security measure, sparking strong reactions among Ukrainians.

US reaction to Zelenskyy's plan was muted, though a new USD 425 million security assistance package was announced on the same day he presented it. "It's not my position to publicly evaluate his plan," said Defense Secretary Lloyd Austin. "We have been supporting him by providing security assistance in a major way for two-and-a-half years. We are going to continue to do that."

European Responses and Concerns

In Europe, reactions varied from strong opposition to support. French Foreign Minister Jean-Noël Barrot expressed willingness to rally nations behind the proposal. German Chancellor Olaf Scholz maintained his stance against supplying Taurus long-range cruise missiles to Kyiv, emphasizing NATO's non-involvement in the war.

Hungarian Prime Minister Viktor Orbán criticized Zelenskyy's plan as "more than frightening." Meanwhile, Kremlin spokesman Dmitry Peskov dismissed it as "ephemeral," and Russian Foreign Ministry spokeswoman Maria Zakharova called it "a set of incoherent slogans."

Ukraine's Strategic Goals

Zelenskyy outlined a five-point plan amid Ukraine's struggle against Russian advances in eastern regions. The plan includes three "secret annexes" shared only with select leaders and addresses concerns about Ukraine's strategy following a failed counteroffensive in summer 2023. The main aim is to strengthen Ukraine and pressure Russia into negotiations.

The plan is unlikely to change the battlefield situation immediately but aims to wear down Russia and sustain Ukraine in the attrition war. "I think people were potentially expecting some sort of more operational plan on winning the war," said Justin Crump, a former British tank commander who heads Sibylline, a strategic advisory firm.

Challenges and Future Prospects

Without Western support, Ukraine faces challenges enduring a prolonged conflict with Russia, supported by North Korea, Iran, and China. If Ukraine falls, it may have to negotiate on Russia's terms. "Getting help from outside is a key part of winning the war," said Phillips O'Brien from the University of St. Andrews.

Zelenskyy expects feedback from the White House soon after presenting his case to the European Council. "They will be here soon with some form of response," he stated. The outcome of this plan remains uncertain as it awaits responses from key international players.
