Ukraine Employs US-Supplied Weapons for Defensive Actions Inside Russia
In a significant development, Ukraine has reportedly utilized U.S.-supplied weapons to conduct strikes within Russian territory, a move that aligns with newly adjusted guidelines from President Joe Biden. This strategic decision allows the use of American arms for the express purpose of defending Kharkiv, Ukraine's second-largest city, from Russian aggression. The information comes from a Western official who chose to remain anonymous due to the sensitivity of the issue, alongside confirmation from Republican Sen. Mike Rounds of South Dakota, a Senate Armed Services Committee member.

President Biden's directive specifies that these U.S.-supplied weapons can be employed to counter Russian forces actively attacking or preparing to attack Ukrainian positions. However, it maintains the U.S. stance against the offensive use of American-provided ATACMS or long-range missiles and other munitions on Russian soil. This development follows increased appeals from Ukrainian officials for permission to use U.S. weapons defensively against incursions from Russian territory.
Kharkiv, located merely 20 kilometers (approximately 12 miles) from the Russian border, has experienced escalated attacks from Russian forces. These assaults have highlighted a significant delay in the replenishment of U.S. military aid to Ukraine and underscored Western Europe's struggling military production capabilities, which have impeded vital deliveries to the Ukrainian front.
Despite these strategic moves, White House national security spokesman John Kirby indicated an inability to confirm the specific use of U.S. weapons by Ukraine within Russia, citing a lack of detailed oversight on the tactical employment of such armaments. Meanwhile, Germany has also adjusted its policy, authorizing Ukraine to target specific locations within Russia using long-range weapons provided by Berlin.
Russian President Vladimir Putin has responded to these developments by cautioning Germany about the "dangerous step" of using its weapons for strikes inside Russia. He hinted at possible retaliatory measures that could involve supplying long-range arms to other entities targeting Western interests.
A report from the Institute for the Study of War dated June 3 highlighted a Ukrainian strike on a Russian S-300/400 air defense battery in the Belgorod region, likely executed with the High Mobility Artillery Rocket System (HIMARS). This system was targeted well within its operational range, indicating a strategic use of the provided U.S. weaponry.
Amidst these military developments, Ukrainian President Volodymyr Zelenskyy visited Qatar for discussions with Sheikh Tamim bin Hamad Al Thani, Qatar's ruling emir. Their talks focused on efforts to halt hostilities and protect civilians through dialogue and diplomatic channels. This meeting underscores the broader international engagement and support Ukraine has sought in its defense efforts against Russian aggression.
Sen. Mike Rounds expressed his support for Biden's decision to allow limited strikes against Russian targets with U.S.-supplied weapons, emphasizing the necessity of preemptive action to mitigate further harm in Ukraine. This stance reflects a growing consensus among U.S. policymakers regarding the strategic support extended to Ukraine amidst ongoing hostilities.
