Slovakia's Parliament Passes Law That May Ban Doctors from Protesting Low Pay

Slovakia's parliament has passed a law that could prevent doctors from protesting low wages and compel them to keep working. This legislation, proposed by Prime Minister Robert Fico's government, was approved with a 74-70 vote in the 150-seat National Council. It aims to address the threat of mass resignations by over 3,000 hospital doctors who plan to leave their jobs early next year.

The new law empowers the government to declare an emergency if healthcare services are at risk. In such cases, doctors would be required to continue working as their resignation notices would be invalidated. Non-compliance could lead to imprisonment. These emergency measures can be enforced for up to 120 days to prevent a healthcare system collapse.

Doctors' Concerns and Government Response

Health Minister Kamil Šaško expressed hope during the parliamentary debate that he "will never be forced to use the tool," acknowledging strong opposition from labour unions representing doctors. The unions argue that the government did not consult them about cuts to a 2022 plan designed to raise doctors' salaries over the next two years.

The salary cuts are part of austerity measures approved by the government to control the growing budget deficit. Doctors have voiced their dissatisfaction with these cuts, which they believe undermine efforts to improve their pay conditions.

Despite the government's intentions, the legislation has sparked significant controversy. Many see it as an infringement on doctors' rights to protest and negotiate better working conditions. The situation remains tense as both sides navigate this complex issue.
