Senegal's Leader Dissolves Parliament, Announces Upcoming Snap Election
Senegal's President Bassirou Diomaye Faye dissolved the opposition-led parliament on Thursday, setting the stage for a snap legislative election within 90 days. This move follows his election six months ago on an anti-establishment platform. Analysts predict that Faye's party, PASTEF, could secure a majority due to his popularity and significant victory margin in the presidential election.

Faye, aged 44, became Africa's youngest elected leader in April, winning 54% of the vote. His rise came shortly after his release from prison and reflected widespread frustration among Senegal's youth with the country's direction. This sentiment is common across Africa, which has the world's youngest population and many leaders accused of holding onto power for decades.
Political Tensions and Legislative Challenges
During his campaign, Faye promised extensive reforms to improve living standards, tackle corruption, review foreign fishing permits, and secure a larger share of natural resources for Senegalese citizens. However, six months into his presidency, these promises remain unfulfilled. Faye and Prime Minister Ousmane Sonko have blamed the parliament for blocking their reform efforts.
The Benno Bokk Yakaar coalition led by former President Macky Sall cancelled a budgetary debate in June over a dispute regarding Sonko's obligation to issue a policy roadmap. Sonko argued he was not required to do so. This incident highlighted the ongoing tensions between the government and parliament.
Risks and Implications of Dissolving Parliament
Gilles Yabi, political analyst and founder of WATHI think tank, noted that dissolving the national assembly carries risks. The assembly must vote on next year's budget by December's end, but new elections could complicate meeting this deadline. Alioune Tine from Afrikajom think tank described these tensions as "unprecedented" and attributed them to electoral process dysfunctions in the 2024 presidential election.
The presidential election in April tested Senegal's reputation as a stable democracy in West Africa, a region recently troubled by coups. Both Faye and Sonko were released from prison just before the vote following a political amnesty by outgoing President Macky Sall. Their arrests had led to months of protests amid fears that Sall would seek an unconstitutional third term.
Socio-Economic Challenges
Senegal faces significant socio-economic challenges with over 60% of its population under 25 years old and 90% working in informal jobs. The country has experienced soaring inflation in recent years, making it hard for many to make ends meet. Additionally, Senegal is a major source of irregular migration to Europe, with thousands leaving annually on unsafe fishing boats seeking better opportunities.
Recently, a boat carrying nearly 90 people capsized, resulting in at least 39 deaths. This tragedy underscores the desperate conditions driving many Senegalese to risk their lives for economic prospects abroad.
Faye's decision to dissolve parliament aims to overcome legislative obstacles but introduces uncertainty about meeting critical deadlines like budget approval. The upcoming elections will be crucial in determining whether Faye can implement his promised reforms and address the pressing issues facing Senegal.
