Washington, Jan 23 (AP) - The Senate is poised to unveil a meticulously crafted compromise on border policies, setting the stage for a pivotal week in American politics. As senators return to Washington, the bipartisan group of negotiators who have labored for nearly two months on changes to US border and immigration policy are preparing to present their legislation. However, the contentious nature of the issue has drawn skepticism from both wings of the political spectrum, including former President Donald Trump and House Speaker Mike Johnson.

Senate Takes the Lead
With the House on recess, the Senate has an opportunity to gain momentum for the initiative. Republican senators are seeking a robust showing of GOP support for the bill to pressure Johnson to take it up. Senate Republican Leader Mitch McConnell's ability to marshal his conference for the border measures could ultimately determine the fate of one of his key priorities: bolstering US support for democratic allies worldwide.
Biden's Request and Congressional Delay
President Joe Biden has requested $110 billion from Congress to provide wartime aid for Ukraine and Israel, support allies in the Asian-Pacific, and overhaul the US immigration system. However, the emergency funding package has been delayed for months due to Republican insistence on including border policy changes in the package.
Negotiations and Concerns
The small group of three senators involved in the negotiations has aimed to craft a package that garners support from centrists of both parties. Senator Kyrsten Sinema, the Arizona independent who has played a central role in the talks, acknowledges that not everyone will be satisfied with the proposal. The proposal seeks to toughen the asylum process to reduce the number of migrants seeking asylum at the southern US border.
While the group has reached agreements on policy changes, they are currently working with Senate appropriators to determine funding levels for the programs. Senator Chris Murphy, the lead Democratic negotiator, emphasizes the need to fund the policy changes if they are committed to them.
Senate Proposal Details
The Senate proposal includes several key components. It aims to expand a Biden administration program that tracks families seeking asylum with electronic surveillance until they are given an initial interview to determine if they are likely fleeing persecution in their home country. Additionally, the proposal would grant federal authorities the ability to expel migrants at the border if the number of encounters reaches a certain threshold.
Compromises and Resistance
Negotiations had faced challenges due to Republican demands to restrict the executive branch's ability to allow migrants into the country through humanitarian parole. However, compromises have been discussed, such as putting caps on the number of people that could be paroled. Senator Dick Durbin, a Democrat from Illinois, expressed skepticism about any reduction in the president's power in this area and awaits further details before making a final judgment.
Resistance from the Republican-controlled House, particularly from Speaker Johnson, poses another hurdle. Johnson has called for a conservative plan to restrict asylum claims and blamed Biden's policies for the problems at the border, suggesting they could be resolved through executive actions.
Urgent Need for Ukraine Aid
Amid the political complexities, Democrats have criticized the Republican decision to link Ukraine aid with border policy changes. Senate Majority Leader Chuck Schumer emphasized the urgency of the situation, highlighting that Ukraine is running low on ammunition. He stressed that the future of the war in Ukraine and the security of Western democracies are at stake.
