Russia's Emergency Situations Ministry confirmed the recovery of eight bodies from the rubble, underscoring the deadly impact of the incident. The country's top law enforcement agency, Russia's Investigative Committee, stated that the 10-story building had been struck by Ukrainian shelling, causing significant damage and loss of life.

Further details emerged from the Russian Defence Ministry, which attributed the damage to fragments of a downed Tochka-U TRC missile. The ministry also reported that air defences had intercepted several rockets over Belgorod region and destroyed two drones in a separate incident on the same day. This ongoing aerial threat led to continuous air raid alerts across Belgorod, adding to the residents' distress.

The attack on Belgorod is part of a pattern of strikes affecting cities across western Russia since May 2023. Russian officials have consistently pointed fingers at Kyiv for these attacks, although Ukrainian officials have not acknowledged responsibility for any operations on Russian territory or in Crimea. The Belgorod region, lying on Russia's western border, has been particularly affected by these incidents. Notably, an attack in December 2023 in Belgorod city resulted in 25 deaths, prompting local authorities to begin constructing public shelters.
