Russia Becomes First Country To Officially Recognize Taliban Government
In a significant diplomatic shift, Russia has officially recognized the Taliban-led government in Afghanistan, becoming the first nation to do so since the group returned to power in August 2021. On July 3, 2025, According to CNN Russia's Foreign Ministry confirmed that it had accepted the credentials of Gul Hassan Hassan, the ambassador appointed by the Taliban, thereby formally acknowledging the Islamic Emirate of Afghanistan.
This recognition follows an earlier move by Moscow in April 2025, when it removed the Taliban from its list of banned terrorist organizations. The Russian government described its decision as a step toward promoting "productive bilateral cooperation" in key sectors, including trade, energy, infrastructure, counter-narcotics efforts, and regional security.

Russia also reiterated its commitment to assisting the Afghan government in combating terrorism and drug trafficking, while simultaneously aiming to deepen economic ties between the two nations.
Taliban leaders welcomed the announcement, calling it both "historic" and a "courageous decision." Afghanistan's Foreign Minister Amir Khan Muttaqi expressed optimism that Russia's recognition could pave the way for other countries to follow suit and formally engage with the Taliban administration.
Until now, no country had granted official recognition to the Taliban government, though several-including China, the United Arab Emirates, and others-have maintained limited diplomatic contacts without extending formal recognition.
Observers believe that Russia's move is part of a broader geopolitical strategy to strengthen its influence across Central and South Asia, potentially positioning itself in competition with other powers like China. The development could reshape regional dynamics and prompt a re-evaluation of diplomatic stances toward Afghanistan by other governments.
