PM Modi's US Visit: Could The Quad Summit Shape The Indo-Pacific Future - What's At Stake?

Prime Minister Narendra Modi has embarked on a significant three-day trip to the United States, with his first major stop being the sixth Quad Summit in Wilmington, Delaware.

This summit, hosted by President Joe Biden, will see leaders from India, the US, Japan, and Australia gather to discuss pressing global challenges and enhance cooperation in the Indo-Pacific region.

What is the Quad?

The Quadrilateral Security Dialogue, or Quad, is an informal strategic alliance formed by India, the United States, Japan, and Australia. Established in its current form in 2007, the Quad aims to promote a free, open, and prosperous Indo-Pacific. Although some have dubbed it the "Asian NATO," the grouping does not have a formal security component akin to NATO's mutual defence pact.

The origins of the Quad trace back to the humanitarian efforts following the 2004 Indian Ocean tsunami, but it gained renewed focus in 2017 due to rising concerns over China's influence in the region.

Evolution of the Quad

The Quad has evolved significantly over the years, transitioning from informal meetings to formal leader summits. Since its first virtual leaders' summit in 2021, the Quad has launched initiatives addressing infrastructure, cybersecurity, and maritime security. The fifth summit, held in Hiroshima in May 2023, reaffirmed commitments to maintaining a stable and inclusive Indo-Pacific.

What to Expect from the Summit

This sixth summit will be marked by discussions on various pressing issues, including the ongoing Russia-Ukraine conflict and increasing tensions in West Asia. Foreign Secretary Vikram Misri has indicated that the agenda will be "full and substantive," covering topics like health security, climate change, and counter-terrorism.

One of the key focuses will be on China's actions in the region. John Kirby, the National Security Council Coordinator for Strategic Communications, emphasized that addressing challenges posed by China will be "high on the agenda."

Ambitious Announcements Ahead

Expect significant announcements related to maritime security, infrastructure, and emerging technologies during the summit. Mira Rapp-Hooper from the White House has noted that this year's discussions will explore ways to institutionalize the Quad and solidify its role in the Indo-Pacific.

A Focus on Health: The Cancer Moonshot Initiative

An exciting highlight of the summit will be the unveiling of the "Cancer Moonshot" initiative. This program aims to innovate strategies for cancer prevention, detection, and treatment, starting with a focus on cervical cancer in the Indo-Pacific.

In addition to the summit, PM Modi will hold bilateral meetings with President Biden, Japanese PM Kishida, and Australian PM Albanese. This trip presents an excellent opportunity for Modi to express gratitude for their leadership in strengthening the Quad partnership.
