Pavel Durov's Detention Sheds Light on His Elusive Background and Telegram's Impact

Over the past decade, Pavel Durov, founder and CEO of Telegram, has acquired multiple citizenships. This has added to the intrigue surrounding his recent detention in France. These passports offered him protection after he launched Telegram, a platform known for its free-speech stance. The app has been used to organise protests in countries like Iran and Russia. However, Western authorities claim Telegram has facilitated illegal activities such as drug trafficking and child exploitation.

Durovs Detention: Mystery Unraveled

Durov's journey to multiple citizenships began over a decade ago due to a conflict over VKontakte (VK), a social media site that once surpassed Facebook in Russia. Russian security services attempted to block pages linked to Ukrainian protests that led to the ousting of President Viktor Yanukovych. Durov posted what appeared to be Federal Security Service (FSB) documents demanding personal data on protest-related groups.

Telegram's Controversies and Legal Troubles

Allegations against Durov include that Telegram is used for child sexual abuse material and drug trafficking. Authorities also claim Telegram refused to provide information or documents when legally required. Durov was detained on Saturday at Le Bourget airport near Paris as part of an ongoing judicial inquiry. He was released after four days of questioning but faces preliminary charges, a €5 million bail, and must report to a police station twice weekly.

Durov once wrote on Instagram, "To be truly free, you should be ready to risk everything for freedom," alongside images of himself in Dubai and Saudi Arabia. Despite holding passports from Russia, France, the UAE, and Saint Kitts and Nevis, his wealth estimated by Forbes at $15.5 billion, his risks seem to have caught up with him.

Durov's Multiple Citizenship Journey

After leaving VK in 2014, Durov obtained a residency visa for Dubai and a Saint Kitts and Nevis passport by contributing $250,000 to the Caribbean nation's sugar industry. He noted in a 2017 VK post that this passport allowed travel to the EU and Britain without visas. Despite never visiting Saint Kitts and Nevis, he found the passport convenient.

By 2017, Durov had settled in Dubai with his Telegram office based in Dubai Media City. "I love it here," he told Bloomberg then, describing Dubai as developing rapidly like a start-up. His wealth at that time was estimated at $300 million and 2,000 bitcoins.

French Citizenship and UAE Connections

Durov officially became a French citizen in 2021, with his name appearing in France's Official Gazette on August 25 of that year. In May 2022, he changed the transliteration of his name in French to Paul du Rove via a government decree. The details of his naturalisation process remain confidential due to French privacy laws.

The UAE granted Durov citizenship during this period—a rare occurrence in a country where most residents are foreigners without a path to citizenship. The UAE has not explained why it granted him citizenship but acknowledged it publicly through its state-run WAM news agency.

Business Ties and Political Connections

Durov met French President Emmanuel Macron in 2018 to discuss business activities in France. An official familiar with the meeting stated that Durov later sought French citizenship through the Foreign Ministry rather than directly from Macron. This official spoke anonymously as they were not authorised to discuss private presidential meetings publicly.

France and the UAE share close military ties, with French forces operating a naval base in Abu Dhabi and Emirati forces using French military equipment. Macron is also seen as close to Emirati leader Sheikh Mohammed bin Zayed Al Nahyan.

The arrest led to a fake video online falsely claiming an arms deal between France and the UAE was at risk. However, much about Durov remains unclear as he often controls his public image meticulously.
