Pakistan Forms NCCIA to Exclusively Address Rising Cybercrimes
In a significant move to bolster its efforts against the surge in cybercrimes, the Pakistan government has officially announced the establishment of the National Cyber Crimes Investigation Agency (NCCIA). This initiative comes as a response to the increasing challenges posed by cyber threats in the country. The NCCIA is set up under Section 51 of the Prevention of Electronic Crimes Act 2016 (PECA), marking a pivotal shift in Pakistan's approach to combating cybercrime.

The formation of the NCCIA entails the absorption of the functions previously managed by the Cybercrime Wing of the Federal Investigation Agency (FIA). Officials have detailed that all personnel, assets, liabilities, rights, obligations, privileges, inquiries, and investigations associated with the FIA’s Cybercrime Wing will now be integrated into the NCCIA. However, it's noted that the existing staff of the Cybercrime Wing will continue their roles for an additional year until new appointments are made within the NCCIA.
At the helm of this newly formed agency will be a Director-General, appointed by the federal government for a two-year term. The selection criteria for this pivotal role require candidates to possess no less than 15 years of experience in various relevant fields including computer science, digital forensics, cyber technology, law, public administration, information technology, and telecommunication. This diverse expertise is deemed crucial for effectively addressing offences under the PECA Act.
The notification further clarifies that the chief of NCCIA will wield powers akin to an inspector general of police. Additionally, matters concerning the agency’s dealings with federal government business will be managed by the Interior Division. Highlighting its international scope, the NCCIA is also designated as the primary agency for international cooperation in matters of cybercrime.
This strategic move was greenlit by the caretaker government in December, with Information Minister Attaullah Tarar emphasizing the necessity of such a body to eliminate online crimes effectively. The establishment of NCCIA represents a dedicated effort by Pakistan to upgrade its capabilities in fighting cyber threats and ensuring digital security for its citizens.
