North Korean Troop Deployment to Russia Sparks Concerns During US and South Korea Leaders Meeting
The potential deployment of up to 12,000 North Korean soldiers to Russia has become a major concern as US and South Korean leaders meet in Washington. This development could further destabilise the Asia-Pacific region and expand Russia's involvement in the Ukraine conflict. Some troops have moved closer to Ukraine from training sites in eastern Russia, raising questions about what military technologies North Korea might receive from Russia in return.

Military Cooperation Raises Concerns
The US, South Korea, and Japan issued a joint statement condemning North Korea's recent intercontinental ballistic missile test. They criticised the growing military ties between North Korea and Russia, particularly the deployment of North Korean troops. "We strongly urge North Korea to immediately cease its series of provocative and destabilizing actions that threaten peace and security on the Korean Peninsula and beyond," they stated.
At a Pentagon news conference, US Defense Secretary Lloyd Austin mentioned that North Korean troops wearing Russian uniforms are advancing toward Ukraine. He described this as a dangerous development. Austin, alongside South Korean Defense Minister Kim Yong-hyun, discussed potential responses to this deployment, which could encourage other nations to take similar actions.
North Korean Troops Near Ukraine
According to US and South Korean officials, some North Korean troops are heading to Russia's Kursk region near Ukraine's border. The Kremlin's forces have struggled there against Ukrainian incursions. Some advance units from North Korea have already arrived, and Austin believes it's highly likely that Russia will use them in combat.
Ukraine's ambassador to the United Nations, Sergiy Kyslytsya, reported that around 4,500 North Korean troops are expected at the border soon. They may begin participating in combat operations against Ukrainian forces by November. Kim Yong-hyun expressed concerns that while this might not trigger war on the Korean Peninsula, it could increase security threats.
Potential Exchange for Military Technology
There is a high possibility that North Korea might seek advanced technologies from Russia in exchange for its troops. This could include tactical nuclear and ballistic missile capabilities. Russia has had to divert resources to the Kursk border region due to Ukraine's offensive. "They're doing this because Russian President Vladimir Putin has lost a lot of troops," Austin said.
The US estimates around 10,000 North Korean troops are currently in Russia. However, Seoul and its allies believe this number has risen to 11,000. A senior South Korean presidential official shared this information anonymously during a briefing. Ukraine estimates the figure could be as high as 12,000.
North Korea's Support for Russia
North Korea has also provided munitions to Russia. Earlier this month, the White House released images showing North Korea shipping 1,000 containers of military equipment by rail to Russia. A Ukrainian official disclosed that North Korean troops are stationed 50 kilometres from Ukraine's border with Russia but did not provide further details.
As discussions continue at the State Department, US Secretary of State Antony Blinken and Defense Secretary Lloyd Austin are meeting with South Korean Foreign Minister Cho Tae-yul and Defense Minister Kim Yong-hyun. These talks aim to address the implications of North Korea's troop deployment and potential military exchanges with Russia.
The situation remains tense as global leaders monitor developments closely. The presence of North Korean troops in Russia could significantly impact regional stability and the ongoing conflict in Ukraine.
