New York Governor Kathy Hochul Proposes Cellphone Ban in Schools to Enhance Student Focus and Mental Health
Governor Kathy Hochul has proposed a plan that could see students across New York state relinquishing their mobile phones during school hours starting next fall. This initiative, requiring legislative approval, aims to disconnect students from their devices throughout the school day, including in classrooms, hallways, and during lunch. Hochul believes this measure will enhance students' focus and mental health.

Hochul expressed concerns about the impact of phones on learning, stating, "We're not developing the skills we need because kids are distracted with the cellphones." She highlighted the challenges teachers face when competing with digital distractions like viral dances and messages. The governor's proposal is part of her budget plan for the upcoming year.
Cellphone Restrictions in Schools
At least eight states have already implemented measures to ban or limit cellphone use in schools. Some states have encouraged districts to adopt restrictions or provided funding for phone storage solutions. Recently, three other governors have proposed similar restrictions on school cellphone use.
In New York, schools would have some discretion in implementing the proposal. Districts could decide how to store students' devices and establish other related rules. Exceptions would be made for students needing devices for medical reasons, learning disabilities, or language assistance.
Support and Concerns
The proposal has received support from legislative leaders in Albany. Assembly Speaker Carl Heastie and Senate Majority Leader Andrea Stewart-Cousins both agree that students should focus on learning without cellphone distractions. However, they acknowledge parents' concerns about contacting children during emergencies.
Melinda Person, president of the New York State United Teachers Union, endorsed the proposal. She stated that restricting phones during school hours is crucial for maintaining a distraction-free learning environment.
Challenges and Funding
Cellphone restrictions often face opposition from parents who argue they need to reach their children in emergencies. Last year, New York City considered a similar ban but abandoned it due to parental concerns. To support the implementation of these bans, the state plans to allocate USD 13.5 million.
The proposal reflects a growing trend among states to address digital distractions in schools. By limiting phone access, Hochul aims to create an environment conducive to learning and personal development for students across New York.
