NATO Chief Mark Rutte Warns of Putin's Intent for Long-Term Confrontation with Europe

Mark Rutte, NATO Secretary General, cautioned that Russian President Vladimir Putin aims to "wipe Ukraine off the map" and could target other European regions next. He urged Europeans to press their governments for increased defence spending. "It is time to shift to a wartime mindset," Rutte stated at the Carnegie Europe think-tank in Brussels, highlighting the potential threat of Russia using "swarms of drones" in Europe.

NATO Chief Warns of Putins Intentions

Rutte, previously the Dutch prime minister, recounted Russia's aggressive actions, including the 2008 attack on Georgia, the 2014 annexation of Crimea, and the full-scale invasion nearly three years ago. "How many more wake-up calls do we need? We should be profoundly concerned. I know I am," he expressed. "Russia is preparing for long-term confrontation. With Ukraine, and with us."

Defence Spending and NATO's Role

Rutte emphasised that Russia's military expenditure might reach 7 to 8% of its GDP next year, surpassing any NATO ally's spending. He noted that while defence budgets have increased in Europe, with 23 allies expected to meet NATO's 2% GDP target, more investment is necessary. "I can tell you, we are going to need a lot more than 2%," he remarked.

NATO has consistently supported Ukraine by facilitating weapons and ammunition supplies from its members. However, concerns have arisen over Donald Trump's return and his promise to end the war swiftly, potentially imposing an unfavourable truce on Ukraine. Rutte stressed that Ukraine must be involved in any peace negotiations.

Challenges from Russia and Allies

Rutte outlined several recent Russian "hostile actions" against NATO allies. These include cyber-attacks, assassinations, a Czech ammunition depot explosion, radar jamming in the Baltic region, and using migrants as a weapon to destabilise Europe. "These attacks are not just isolated incidents. They are the result of a coordinated campaign to destabilise our societies and discourage us from supporting Ukraine," he explained.

He also highlighted Putin's alliances with countries like China, Iran, and North Korea. Beyond increased defence spending in Europe, Rutte noted that NATO now has tens of thousands of troops on high readiness should they be needed to defend allied territory.

The Need for Preparedness

"With all this, our deterrence is good -- for now. But it's tomorrow I'm worried about," Rutte warned. He expressed concern that "we are not ready for what is coming our way in four to five years." He added that what is happening in Ukraine could occur elsewhere unless preparations are made.

Rutte urged governments to provide the defence industry with substantial orders and long-term contracts to enhance production capabilities rapidly. He called for increased defences against drones and other modern warfare tactics.

"Freedom does not come for free" for the estimated 1 billion people in the Euro-Atlantic area, Rutte stated. He warned that failing to invest now could lead to much higher costs later: "If we don't spend more together now to prevent war, we will pay a much, much, much higher price later to fight it. Not billions, but trillions of euros."
