Cease-Fire and Hostage-Swap Deal Being Prepared to End Israel-Hamas War
A US official announced on Friday that mediators are preparing to implement a Gaza cease-fire and hostage-swap deal to end the 10-month Israel-Hamas war. The official, who requested anonymity, stated that the proposal bridges every gap between Israel and Hamas. A new "implementation cell" is being set up in Cairo to handle logistics, including releasing hostages, providing humanitarian aid for Gaza, and ensuring the terms of the deal are met.

Cease-Fire Negotiations
The mediators expressed hope for an imminent deal after two days of talks in Qatar. They plan to reconvene in Cairo next week to finalise an agreement to stop the fighting. Israel issued a vague statement appreciating the mediators' efforts, while Hamas did not sound enthusiastic about the latest proposed deal. A cease-fire is seen as the best hope for preventing a larger regional conflict.
US President Joe Biden seemed optimistic, saying, "We are closer than we've ever been" to an agreement. However, Biden has expressed optimism before, only for talks to break down. "We may have something," Biden told reporters on Friday. "But we're not there yet." Both sides agreed in principle to the plan Biden announced on May 31, but Hamas proposed amendments and Israel suggested clarifications.
International Diplomacy
International diplomacy intensified on Friday with British and French foreign ministers making a joint trip to Israel. British Foreign Secretary David Lammy and French Foreign Minister Stéphane Séjourné appeared hopeful after meeting with Israeli Foreign Minister Israel Katz. Lammy said Israeli officials hoped they were on the verge of sealing a deal. "As we head now to 315 days of war, the time for a deal for those hostages to be returned, for aid to get in, in the quantities that are necessary in Gaza, and for the fighting to stop is now," Lammy said.
US Secretary of State Antony Blinken planned to travel to Israel over the weekend to continue diplomatic efforts to reach a cease-fire and underscore the need for all parties in the region to avoid escalation. Blinken was expected to meet with Netanyahu on Monday to discuss the new deal, according to an Israeli official who spoke anonymously.
Humanitarian Concerns
The Palestinian death toll in Gaza has climbed past 40,000 according to Gaza health authorities. Fears remain high that Iran and Hezbollah militants in Lebanon might attack Israel in retaliation for the killings of top militant leaders. Diplomats hope a cease-fire deal would persuade Iran and Hezbollah to hold off on retaliating for these killings.
On Friday, Israel dropped leaflets asking civilians to evacuate from areas in northern Khan Younis and eastern Deir al-Balah due to planned responses to rocket fire targeting Israel. Airstrikes hit some areas of Khan Younis after these orders were given, causing people to flee. A video showed plumes of black smoke rising into the air after loud booms.
Statements from Mediators
The statement from mediators—Qatar, the United States, and Egypt—said US officials had presented a proposal that would bridge remaining gaps between both sides. Teams will continue working on implementing specific measures in the coming days. "Senior officials from our governments will reconvene in Cairo before the end of next week with the aim to conclude the deal under the terms put forward today," said the statement.
Hamas quickly cast doubt on whether an agreement was within reach. In a statement, Hamas said the latest proposal diverged significantly from previous iterations they had agreed to in principle. The Israeli prime minister's office issued a statement saying it "appreciates the efforts of the U.S. and the mediators to dissuade Hamas from its refusal to a hostage release deal."
Regional Tensions
Hezbollah released a video on Friday showing underground tunnels where trucks were transporting long-range missiles capable of reaching deep inside Israel. A Hezbollah official said these missiles have a range of about 140 km (86 miles). Hezbollah has tens of thousands of rockets, missiles, and drones capable of hitting anywhere in Israel and started attacking Israel on October 8.
The war began when Hamas-led militants stormed across the heavily guarded border on October 7, killing around 1,200 people and abducting 250 into Gaza. More than 100 were released during a weeklong cease-fire in November; around 110 are believed still inside Gaza, though Israeli authorities think about a third are dead.
Egypt's foreign minister emphasised that a cease-fire deal is key to reducing tensions across the region. "We will exert all efforts in order to reach an immediate cease-fire in the Gaza Strip as this is the basis to stop the escalation," Badr Abdelaty said during a trip to Lebanon.
The new push for an end came as fears remained high that Iran and Hezbollah militants would attack Israel in retaliation for killings of top militant leaders. International mediators believe halting fighting and securing hostages' release is crucial for calming tensions.
Israel's devastating retaliatory offensive has killed more than 40,000 Palestinians according to Gaza's Health Ministry without specifying how many were militants. Rear Adm. Daniel Hagari said Thursday that Israel had killed more than 17,000 Hamas militants without providing evidence.
Diplomats hope a cease-fire deal would persuade Iran and Hezbollah not retaliate for killing top commanders in Beirut and Tehran blamed on Israel. The mediators have spent months trying to hammer out a three-phase plan where Hamas releases hostages for a lasting cease-fire, Israeli forces withdraw from Gaza, and Palestinians imprisoned by Israel are released.
The article wraps up with ongoing efforts by international diplomats aiming for peace amidst escalating tensions and humanitarian crises affecting both sides involved in this prolonged conflict.
