Maryland Sets Plan for Francis Scott Key Bridge Rebuild with Estimated Costs
In a significant development, Maryland has announced plans to reconstruct the Francis Scott Key Bridge with an estimated budget ranging between USD 1.7 billion and USD 1.9 billion. This ambitious project, as outlined by David Broughton, a spokesperson for the Maryland Department of Transportation, is expected to culminate by the fall of 2028. However, it's important to note that these cost estimates are preliminary, with detailed engineering specifics yet to be finalized.

The urgency of this reconstruction effort was underscored by a tragic incident on March 26, which led to the bridge's collapse and significantly impacted the port of Baltimore, one of the nation's busiest ports. The collapse resulted from a container ship losing power and colliding with one of the bridge's support columns, leading to the deaths of six roadwork crew members. The victims, all Latino immigrants from Mexico, Guatemala, El Salvador, and Honduras, included Miguel Angel Luna Gonzalez, 49, from Glen Burnie, Maryland, whose body was recently recovered.
Governor Wes Moore expressed his condolences, emphasizing the state's collective mourning and prayers for Gonzalez's family and loved ones. In parallel efforts to address the aftermath of the collapse, salvage teams have been actively working at the site. Their operations led to the discovery of one missing construction vehicle and the subsequent recovery of Gonzalez's body inside a red truck by state police investigators and other law enforcement agencies.
Financially, the state is set to receive a significant insurance payout from Chubb, amounting to USD 350 million. This payout, confirmed by WTW spokesperson Douglas Menelly and initially reported by The Wall Street Journal, represents a crucial step in funding the bridge's reconstruction. The Maryland Transportation Authority has also filed claims against its property and liability insurance policies in anticipation of further financial support for the project.
Maryland transportation officials have compared the projected costs for rebuilding the bridge with those of similar scale projects, indicating that federal funding, insurance proceeds, and other reimbursements will play a vital role in financing the rebuild and recovery efforts. The goal is to minimize the net cost to taxpayers and toll customers while exploring various recovery options.
Meanwhile, efforts to clear the wreckage and resume normal operations at Baltimore's port continue. The Dali container ship remains stationary amid the wreckage, but plans are underway to refloat and remove it by May 10. This operation is crucial for allowing maritime traffic to resume through this vital East Coast port. Salvage and demolition crews are working tirelessly to remove the massive steel span that trapped the Dali, employing what officials have described as the largest hydraulic grabber in the country in conjunction with one of the Eastern Seaboard's largest cranes.
This comprehensive response to a tragic event underscores Maryland's commitment to restoring one of its key infrastructural assets while ensuring safety and minimizing economic disruption. The reconstruction of the Francis Scott Key Bridge represents not only a physical rebuilding effort but also a step towards healing for those affected by March's catastrophe.
