Lawsuit Filed Against Former Salvadoran Colonel for Role in 1982 Killings of Dutch Journalists
A lawsuit has been initiated by the brother of a Dutch journalist who was killed in 1982 while reporting on El Salvador's civil war. The case targets Mario Adalberto Reyes Mena, a former Salvadoran military officer residing in northern Virginia. The lawsuit, filed in Alexandria's US District Court, seeks financial compensation and a declaration of Reyes Mena's responsibility for the deaths of Jan Kuiper and three other Dutch journalists.

Reyes Mena, now 85, commanded El Salvador's Fourth Infantry Brigade during the civil war. A United Nations Truth Commission, formed in 1992 as part of the peace agreement ending the conflict, held him and his unit accountable for the journalists' deaths. The commission highlighted these killings as emblematic of the Salvadoran Security Forces' efforts to suppress independent media.
Focus on Accountability
The Center for Justice and Accountability, a nonprofit legal organisation, is representing Gert Kuiper, Jan Kuiper's brother. This group has pursued numerous cases against individuals accused of international war crimes under US laws like the Torture Victim Protection Act. The lawsuit underscores the brutality faced by journalists during the civil war.
During El Salvador's civil war, an estimated 75,000 civilians were killed, predominantly by government forces backed by the US. The Dutch journalists—Jan Kuiper, Koos Koster, Hans ter Laag, and Joop Willemsen—were ambushed while attempting to reach areas controlled by leftist guerrillas opposing the Salvadoran Security Forces.
Legal Proceedings and Historical Context
The ambush occurred near El Paraiso military base, under Reyes Mena's command. According to the truth commission, he ordered the attack. At Reyes Mena's Centreville home, his wife declined to comment but promised to inform their lawyer about a reporter's request for a statement.
In their complaint, lawyers stated: "The killing of the Dutch journalists...demonstrated the brutality with which the Salvadoran Security Forces sought to stifle national and international independent media in El Salvador." This highlights the severe measures taken against media personnel during that period.
The lawsuit aims to hold Reyes Mena accountable for his alleged role in orchestrating these killings. It seeks justice for the victims' families and recognition of their suffering during one of El Salvador's most violent eras.
