KP Sharma Oli's China Visit: 9 Key Pacts Signed, But No New Investments Announced

Nepali Prime Minister KP Sharma Oli's recent visit to Beijing has resulted in the signing of nine agreements between Nepal and China. While these pacts were significant in furthering bilateral ties, none of them were new, and no major investment announcements were made during the visit.

Oli's Diplomatic Shift Towards China

Nepali Prime Minister KP Sharma Oli

In a noteworthy shift from tradition, Prime Minister Oli chose China as his first foreign destination after assuming office in July 2024.

Typically, Nepali leaders have made India their first stop, but this move signals a growing pivot toward China, with an eye on expanding trade, investment, and overall bilateral relations, as reported by Firstpost.

Oli's reception at the Great Hall of the People in Beijing by Chinese Premier Li Qiang set the stage for the signing of several key agreements. Later, he met with Chinese President Xi Jinping, who assured Oli that China would assist Nepal in transitioning from being a landlocked nation to a "land-linked" one, with continued support for Nepal's economic development, as reported by Firstpost.

The Nine Signed Agreements

The agreements signed during the visit cover a wide array of sectors, but none represent new initiatives. Here's a breakdown of the nine pacts:

  1. Tokha-Chhahare Tunnel Construction: Letter of exchange regarding the construction of this important infrastructure project.
  2. Trade Enhancement MoU: An agreement to enhance trade between the two nations.
  3. Basantapur Durbar Reconstruction Completion: Exchange of certificates confirming the completion of this important reconstruction in Kathmandu.
  4. Export of Buffalo Meat: A protocol for the export of thermally processed buffalo meat from Nepal to China.
  5. Development Plan 2025-2029: An MoU between Nepal's Finance Ministry and China International Development Cooperation Agency for future development plans.
  6. Economic and Technical Assistance MoU: An agreement on economic and technical support for various sectors.
  7. Cash Assistance Exchange: A commitment of 300 million yuan in cash assistance.
  8. Chinese Language Teachers MoU: An MoU to provide Chinese language instructors to Nepal.
  9. Media Cooperation MoU: An agreement between Nepal Television and China Media Group (CMG) to promote media collaboration.

Delayed Belt and Road Initiative (BRI) Deal

While these agreements may seem substantial, they are not new, as most had already been agreed upon in previous discussions. Despite the fanfare, no fresh investments were announced during Oli's visit, according to reports.

Moreover, the revised deal under China's ambitious Belt and Road Initiative (BRI), which has raised concerns about debt traps in countries like Sri Lanka, was not signed during this trip. Nepal, a signatory to the BRI, has been cautious, and negotiations on the revised deal are still ongoing. Nepali officials have indicated that the agreement could be finalized in the near future, as per media reports.

Concerns within Nepal about falling into debt traps similar to Sri Lanka's have influenced Oli's coalition, leading to the decision to pursue BRI projects primarily through grants rather than loans.

Looking Ahead: The Future of Nepal-China Relations

Though this visit did not yield groundbreaking new deals, it reaffirmed China's commitment to supporting Nepal's development, as per media reports. As Nepal continues to navigate its relationship with both China and India, Prime Minister Oli's visit underscores the growing importance of China in Nepal's foreign policy, even as caution over debt and long-term implications remains.

The coming months will be crucial in determining how these agreements unfold and whether the revised BRI deal will be signed, shaping the future of Nepal's infrastructure and economic landscape.
