Israel's Determined Offensive in Rafah Sparks Global Concern for Civilians
Jerusalem, Mar 20 AP - Israel has announced its intention to conduct a ground offensive against Hamas in Rafah, the southernmost town of Gaza, sparking international concern over the potential impact on the civilian population. Prime Minister Benjamin Netanyahu has stated that achieving "total victory" over Hamas necessitates action in Rafah. Despite the approval of military plans for the offensive, the dense population of 1.4 million Palestinians in Rafah, many of whom have been displaced by ongoing conflicts, has led to calls from Israel's allies, including the US, for heightened civilian protection measures.

Following Israel's declaration of war in response to a deadly cross-border attack by Hamas on October 7, Netanyahu has emphasized the destruction of Hamas's military capabilities as a key objective. Despite Netanyahu's firm stance on the necessity of entering Rafah to secure victory, Israel does not seem poised for an immediate troop deployment. This hesitation is partly due to ongoing negotiations for a temporary ceasefire, facilitated by Qatari mediators, which could be undermined by an invasion. Additionally, logistical challenges persist, with Netanyahu revealing that evacuation plans for civilians to "humanitarian islands" within central Gaza are yet to be finalized. The Prime Minister's decision to send a delegation to Washington indicates a degree of respect for Biden's position and suggests an openness to exploring diplomatic solutions amidst these complex challenges.
