Iranian Man Charged in Plot to Kill Dissidents in US

An Iranian man and two Canadians have been charged in a plot to kill two Maryland residents who had fled Iran. The Justice Department says the plot is part of a troubling trend of transnational repression.

In a significant development, an Iranian man, Naji Sharifi Zindashti, has been charged alongside two Canadian men for allegedly plotting to kill two individuals, including a defector from Iran, who had sought refuge in the United States. The criminal case, unsealed on Monday, sheds light on a concerning trend of transnational repression, where operatives from countries like Iran and China target dissidents and defectors through harassment, intimidation, and even violence.

Transnational Repression: A Troubling Trend

According to Justice Department officials, the case involving Zindashti and his Canadian associates is part of a broader pattern of transnational repression. In this instance, Zindashti conspired with two Canadian men, Damion Patrick John Ryan and Adam Richard Pearson, between December 2020 and March 2021 to assassinate two Maryland residents. While the identities of the intended victims remain undisclosed, prosecutors revealed that they had fled to the United States after one of them defected from Iran.

Plot Disrupted, Justice Department Sends a Strong Message

Fortunately, the murder-for-hire plot was successfully disrupted by law enforcement agencies. Assistant Attorney General Matthew Olsen, the Justice Department's top national security official, emphasized that the department is committed to pursuing individuals who engage in such criminal activities on US soil. He stated, "To those in Iran who plot murders on US soil and the criminal actors who work with them, let today's charges send a clear message: the Department of Justice will pursue you as long as it takes — and wherever you are — and deliver justice."

Previous Cases and Heightened Tensions

This latest case comes amidst heightened tensions between the United States and Iran. It follows a recent drone strike in northeast Jordan near the Syrian border, which resulted in the deaths of three American troops and was attributed to Iran-backed militias by the Biden administration. Additionally, the Justice Department has previously charged individuals involved in separate plots originating in Iran, including an attempt to assassinate an Iranian American author and activist and a failed plot to assassinate former Trump administration national security adviser John Bolton.

Zindashti's Alleged Involvement and Sanctions

Zindashti, believed to be residing in Iran, is described by US officials as a narcotics trafficker who operates a criminal network at the behest of Iran's Ministry of Intelligence and Security. He is accused of orchestrating assassinations, kidnappings, and other acts of transnational repression against perceived critics of the Iranian regime, including those residing in the United States.

In a related move, the Treasury Department imposed sanctions on Zindashti, prohibiting him and his associates from engaging in business transactions in the US or with US individuals. This action aims to further isolate and disrupt his criminal network.

Conspiracy Charges and Ongoing Legal Proceedings

Zindashti, Ryan, and Pearson are all facing charges of conspiracy to use interstate commerce facilities in the commission of murder-for-hire. While Ryan and Pearson are currently imprisoned in Canada on unrelated charges, Zindashti's whereabouts remain in Iran. Court records do not indicate the involvement of attorneys for any of the accused individuals. The case is being handled in federal court in Minnesota, where one of the defendants was illegally residing under an assumed name during the development of the plot.

The ongoing legal proceedings underscore the commitment of US law enforcement agencies to combat transnational repression and protect individuals seeking refuge from persecution.
