India Declares Pakistani Military Diplomats 'Persona Non Grata', Summons Top Envoy in Delhi

In a strong diplomatic move following the deadly terror strike in Jammu and Kashmir's Pahalgam, India on Wednesday summoned Pakistan's senior-most diplomat in New Delhi, Saad Ahmad Warraich, and issued a formal Persona Non Grata declaration for Pakistani military diplomats. Sources confirmed that the action follows the brutal killing of 26 people, mostly tourists, in the Baisaran valley on April 22.

Responding to the attack, Prime Minister Narendra Modi chaired an urgent meeting of the Cabinet Committee on Security (CCS), which saw the presence of top ministers including Amit Shah, Rajnath Singh, and S Jaishankar. The committee announced a series of significant retaliatory measures aimed at Pakistan.

India's Response Measures

Foreign Secretary Vikram Misri outlined the CCS's decisions, beginning with the expulsion of Pakistan's military, naval, and air advisors stationed at its High Commission in Delhi. These personnel have been directed to leave the country within a week. India will simultaneously withdraw its own defence representatives from Islamabad, effectively nullifying such posts in both diplomatic missions. Five additional staff members from both sides will also be withdrawn.

The government has also shut down the Integrated Check Post at Attari with immediate effect, though individuals with valid permits who have already crossed may return via this route by May 1, 2025.

In a bold move, India has suspended the Indus Waters Treaty, citing Pakistan's continued support for cross-border terrorism. This historic treaty, brokered by the World Bank, has long been a symbol of fragile cooperation between the two nations.

Additionally, the SAARC Visa Exemption Scheme will no longer be applicable to Pakistani nationals. All existing SVES visas for Pakistani citizens have been cancelled, and those currently in India on such visas must depart within 48 hours.

India also announced that both countries will reduce their diplomatic missions' strength to 30 staff members by May 1.

Understanding the Term: Persona Non Grata

Persona non grata, Latin for "unwelcome person," is a diplomatic term used when a country decides that a foreign official is no longer acceptable. With this move, India has formally asked Pakistan to withdraw its military diplomats from Indian soil in the wake of the terror attack.

Terror Group's Claim and Justification

The Resistance Front (TRF), an offshoot of the banned Lashkar-e-Taiba and reportedly backed by Pakistani terrorist Hafiz Saeed, claimed responsibility for the horrific attack. In a statement, the group linked its actions to the alleged demographic shifts in Jammu and Kashmir, accusing India of issuing domiciles to non-locals disguised as tourists.

"Violence will target those attempting illegal settlement," the group warned in its chilling justification.
