Indias climate change efforts have shown remarkable progress, resulting in a commendable 7th position in the Climate Change Performance Index (CCPI) 2023. The countrys achievements in reducing greenhouse gas emissions, promoting renewable energy, and implementing effective climate policies have been widely recognized.

India has made significant strides in addressing climate change, securing the 7th position in this year's Climate Change Performance Index (CCPI). Released during the COP28 global climate talks in Dubai, the index evaluates the climate mitigation efforts of 63 countries and the European Union, covering over 90% of global greenhouse gas emissions.

Impressive Performance in Key Categories

India's high ranking in the CCPI is attributed to its commendable performance in the greenhouse gas emissions and energy use categories. The country's relatively low per capita emissions, despite being the world's most populous nation, contribute to its positive standing. However, India's performance in climate policy and renewable energy remains at a medium level, similar to the previous year.

Progress in Renewable Energy Adoption

While India demonstrates a positive trend in the share of renewable energy, the report highlights that this progress is advancing at a relatively slow pace. The country's efforts to meet its Nationally Determined Contributions (NDCs) are evident, with clear long-term policies focused on promoting renewable energy and providing financial support for domestic manufacturing of renewable energy components.

Challenges in Energy Reliance and Air Pollution

Despite these positive steps, India's growing energy needs continue to rely heavily on coal, oil, and gas. This dependence contributes significantly to greenhouse gas emissions and causes severe air pollution, particularly in urban areas. The report acknowledges the country's relatively high taxes on petrol and diesel, intended to act as carbon taxes, but their impact on consumption remains a subject of debate.

Missed Opportunities and Policy Recommendations

At the previous COP, India's decision, along with China, to change the wording of the cover decision from 'phase out' to 'phase down' fossil fuels was seen as a setback in the global commitment to end the fossil fuel era. Additionally, the report raises concerns about large-scale renewable energy projects negatively affecting local communities through land grabs and unequal distribution.

To enhance India's climate action, experts recommend more effective policy implementation with a bottom-up approach, considering the demands of tribal and rural communities. They emphasize the need for an accelerated phase-out of coal, reduced reliance on gas, and expanded renewable energy. Furthermore, the experts urge India to move up its timeline for achieving Net Zero to no later than 2050 and create people-friendly, climate-friendly, and sustainable infrastructure that is accessible to all.

Srinivas Krishnaswamy, CEO of Vasudha Foundation, expresses his encouragement with India's high ranking in the CCPI 2024. He highlights India's concrete actions towards its NDCs, including the significant progress made in non-fossil power installed capacity and emission intensity reduction. Krishnaswamy also acknowledges the positive actions taken by various states to address climate change, aligning with the CCPI results.
