In February 2018, Canadian Prime Minister Justin Trudeau's visit to ignited controversy on multiple fronts. The invitation of Jaspal Atwal, a man convicted of attempting to assassinate an Indian official, to events with Trudeau by a Liberal MP was particularly contentious. Additionally, the Canadian First Family's decision to wear traditional Indian attire was met with criticism back in Canada, setting a tense tone for bilateral relations.

A notable shift occurred in June 2023, when Khalistani separatists in Canada glorified the assassination of former Indian Prime Minister Indira Gandhi in a public display. This event coincided with Canada's national security adviser accusing India of foreign interference, a departure from Ottawa's usual focus on authoritarian states. This period also saw the murder of Hardeep Singh Nijjar, a Khalistani separatist, outside a Surrey gurdwara by unknown attackers. Nijjar's death and his reputation for anti-India rhetoric made him a martyr in the eyes of separatist supporters.

The tensions escalated further when, in the same month, Khalistani groups, including Sikhs for Justice, incited a "siege" of Indian consulates in Canada and offered rewards for information on the residences of Indian diplomats. This aggressive stance was complemented by the vandalism of Hindu temples in Canada between 2022 and 2024, with the Indian community reporting threats from Khalistani groups.

In response to these growing tensions, Canada ceased negotiations on a proposed trade agreement with India in September 2023. Prime Minister Narendra Modi raised concerns about anti-India protests in Canada at the G20 Summit, highlighting the deepening rift between the two countries. The situation deteriorated significantly on September 18, 2023, when Trudeau suggested a potential link between Indian agents and Nijjar's murder in the House of Commons, leading to India suspending visa services for Canadians.

The diplomatic fallout continued into October 2023, with India expelling 40 Canadian diplomats, a move that prompted Canada to expel Indian diplomats in retaliation. By November 2023, a U.S. court indictment revealed a suspected murder-for-hire plot targeting a Sikh separatist, allegedly linked to an Indian diplomat, further complicating relations.

In January 2024, Canada demanded evidence from Ottawa regarding alleged Indian interference in its elections through an independent inquiry, which India vehemently denied. The tensions seemed to reach a peak with the arrest of four individuals, including Karan Brar, Kamalpreet Singh, Amardeep Singh, and Karanpreet Singh, in May 2024 for their suspected involvement in Nijjar's murder.
