Immigrant from Laos Battling Cancer Wins $1.3 Billion Powerball
In a turn of events that reads like a script from a Hollywood movie, Cheng "Charlie" Saephan, an immigrant from Laos and a cancer patient for eight years, emerged as one of the winners of the historic USD 1.3 billion Powerball jackpot last month. Saephan, hailing from Portland, shared this life-changing moment at a news conference organized by the Oregon Lottery. Alongside his wife, Duanpen, and their friend Laiza Chao, who contributed USD 100 towards the purchase of the tickets, Saephan announced their decision to split the prize evenly.

The trio opted for a lump sum payment, amounting to USD 422 million after taxes. "I will be able to provide for my family and my health," Saephan remarked, highlighting his intention to seek better medical treatment amidst his ongoing battle with cancer. The win comes at a poignant time for Saephan, who had just undergone his latest chemotherapy treatment a week prior to the announcement.
The winning ticket was purchased in early April at a Plaid Pantry convenience store in Portland, marking the end of a winless streak that had extended over three months. The Oregon Lottery underwent a thorough security and vetting process before revealing Saephan's identity as the winner. Under Oregon law, lottery winners are required to come forward publicly, with few exceptions, and have up to a year to claim their prize.
Opting for the lump sum payment means the winners will receive USD 621 million before taxes, as opposed to an annuity paid over 30 years. The substantial prize is subject to both federal and state taxes in Oregon. This USD 1.3 billion jackpot ranks as the fourth largest in Powerball history and the eighth largest among U.S. jackpot games. The record for the largest U.S. lottery jackpot still stands at USD 2.04 billion, won in California in 2022.
Saephan's story adds a human element to the often impersonal nature of lottery wins. Despite his health challenges, he now faces a future filled with possibilities, albeit with an awareness of the preciousness of time. "How am I going to have time to spend all of this money? How long will I live?" he pondered, reflecting on his condition and newfound wealth.
