Congo's Justice Ministry Releases Nearly 1,700 Ill Inmates to Address Overcrowding Crisis
On Monday, nearly 1,700 ailing prisoners were freed from Congo's largest correctional facility, according to the justice minister. This initiative aims to alleviate the overcrowding in the country's prisons. The release occurred at Makala Central Prison in Kinshasa. Severely ill inmates received immediate medical attention, while others were transported home via buses provided by the justice ministry and a state-owned company, stated Justice Minister Constant Mutamba.

Makala prison, designed for 1,500 inmates, currently houses over 12,000 individuals, as reported by Amnesty International. Most of these prisoners are awaiting trial. Earlier this month, a failed escape attempt resulted in 129 deaths. Some were shot by guards and soldiers, while others perished in a stampede within the overcrowded facility. Emmanuel Adu Cole, a notable prison rights advocate and president of the Bill Clinton Peace Foundation in Congo, claims the death toll exceeds 200.
Prison Conditions and Recent Developments
Inmates have expressed growing frustration over poor conditions at Makala prison. Issues include inadequate bedding, insufficient food, and unsanitary environments. Despite warnings from activists like Cole, authorities did not take action. Cole's foundation has previously visited the prison to assess these conditions.
Stanis Bujakera Tshiamala, a well-known Congolese journalist who was detained at Makala for several months, described the conditions as "deplorable and inhumane." He highlighted the constant lack of food, water, and medical care for inmates. Among those incarcerated are nearly 700 women and hundreds of minors who are treated similarly to adults.
Efforts to Address Overcrowding
Last week, Justice Minister Mutamba announced the release of 600 prisoners, including about 10 minors. He instructed prison officials to review all minor cases for potential further releases. According to the prison's deputy director, there are approximately 300 minors currently held at Makala.
Mutamba also mentioned plans to construct a new prison in Kinshasa but did not provide additional details. This move is part of broader efforts to address the severe overcrowding issues plaguing Congo's penal system.
The recent releases and proposed construction reflect ongoing attempts to improve conditions within Congo's prisons. However, significant challenges remain as authorities work to manage overcrowding and enhance living conditions for inmates.
