As of Wednesday midday, Henry remained in Puerto Rico, where he landed after being denied entry into the neighboring Dominican Republic due to airspace restrictions.

Who is Ariel Henry?

Ariel Henry, a 74-year-old neurosurgeon, entered Haitian politics in the early 2000s, opposing then-President Jean-Bertrand Aristide. After Aristide's ouster, Henry became part of a U.S.-backed council involved in selecting the transitional government. He held various ministerial positions, including Director-General of the Ministry of Health, Minister of the Interior and Territorial Communities, and Minister of Social Affairs and Labor. Following the assassination of President Jovenel Moïse in July 2021, Henry was installed as prime minister, chosen by Moïse himself.

Why are People Demanding Henry's Resignation?

Henry has faced persistent calls for resignation since assuming the role of prime minister with international support. Critics include powerful gangs seeking political influence and Haitian citizens frustrated by the absence of general elections for nearly a decade. They argue that Henry lacks a popular mandate and was not democratically elected. Brian Concannon, executive director of the Institute for Justice and Democracy in Haiti, emphasizes that Henry's tenure is the longest single term of any Haitian prime minister since the 1987 constitution. Concannon asserts that Henry's appointment bypassed recognized Haitian procedures, and he was essentially "installed by the courtroom."

Henry has repeatedly expressed his desire for unity and dialogue, emphasizing that elections cannot be held until security conditions improve. In February 2023, he appointed a transition council tasked with ensuring general elections, calling it a significant step toward that goal. However, elections have been repeatedly delayed due to surging gang-related violence. In 2022, over 8,400 people were killed, injured, or kidnapped, more than double the previous year's figures.

Why is the Prime Minister Not in Haiti?

Henry left Haiti last month to attend a summit in Guyana organized by the regional trade bloc Caricom, where Haiti's worsening crisis was discussed privately. While he did not address the media, Caribbean leaders reported that Henry promised to hold elections in mid-2025. Shortly after, coordinated gang attacks erupted in Haiti's capital and beyond.

Henry then departed for Kenya to meet with President William Ruto and advocate for the U.N.-backed deployment of a Kenyan police force. However, a court in Kenya ruled the deployment unconstitutional. The prime minister's return to Haiti following his trip to Kenya was shrouded in uncertainty, and his whereabouts remained unknown until his unexpected arrival in Puerto Rico, surprising many.

What Happens Now?

Caribbean leaders held discussions with Henry on Tuesday, presenting him with various options, including resignation, which he rejected, according to an anonymous regional official. Meanwhile, the prime minister of Grenada revealed that Henry intends to return to Haiti. The U.N. Security Council is scheduled to hold an emergency meeting to address the situation in Haiti and the challenges faced by Prime Minister Henry.
